| The report of the Nineteenth National Congress of the Communist Party of China proposed to "create a social governance pattern of co-construction,co-governance and sharing",which pointed out the direction of grassroots community governance in China.Raising the level of public service provision in rural communities and sharing the development achievements of the new era are important measures for grassroots community governance.On the basis that a large number of male labors in rural communities flow to cities,and left-behind women bear the responsibilities of families and communities,Improving the ability of rural women left behind to participate in public services is an important way to promote orderly,democratic,and scientific governance of grassroots communities,and is conducive to achieving "good governance" in rural communities.This article is based on the summary reflection on participatory governance theory and empowerment theory,taking village D in Pingshan County,Shijiazhuang,Hebei as an example.Use qualitative research methods to collect data through participatory observation,semi-structured interviews and literature research.Discusses and analyzes the status quo of left-behind women’s ability to participate in public service and the practical process of improving left-behind women’s ability to participate in public service in the project of "women old villagers" in D village.It aims to study benign suggestions to improve the rural women left-behind women’s ability to participate in public services.The study found that the rural women left-behind women’s lack of participation in public services is caused by rural women left-behind women’s own rights and ability poverty.It is necessary to comprehensively improve the left-behind women’s ability to participate in public services from a systematic perspective.Therefore,on the basis of in-depth research,it is proposed to develop community public culture,cultivate community responsibility awareness,focus on the cultivation of rural elites,play a leading role in participation,implement fine service division,strengthen participation service capabilities,rebuild rural ethics,and reduce emotional control methods Suggestions for further enhancing the ability of left-behind women to participate in public services. |
