| In the report to the 19th National Congress,it is said that the principal contradictions in Chinese society have changed,and the principal contradiction in the new era is the contradiction between unbalanced and inadequate development and the people’s ever-growing needs for a better life.The Chinese economy has entered the new normal development stage,and the supply and demand relationship of the catering industry has also undergone new changes.The catering industry urgently needs to accelerate the transformation and upgrading,so as to better meet the people’s growing good life needs and change the industry’s development imbalance and insufficient.As the daily service industry with the highest degree of relevance to people’s lives,the catering industry has an important position in the economic structure of the tertiary industry.The catering industry in Liaoning Province is affected by both economy and policy.The development of the industry is in a difficult position,and it is difficult to rely solely on the industry itself to achieve transformation.Under the current system,“market failures”have caused serious impact on the industry.It is urgent for the government to play a guiding role in promoting the transformation and upgrading of traditional service industries represented by the catering industry.The transformation and upgrading of the catering industry is to change the original extensive development of catering to intensive development,improve the quality of development,and increase development efficiency.The transformation of the traditional service industry,especially the catering industry,has not received sufficient attention from the government and experts and scholars.There has been no overall planning of the catering industry from an industry perspective.The government is more concerned with micro industry access and food safety supervision,and has not macro guidance of industry development and management mechanism is not complete.Therefore,it is necessary to carry out in-depth research on the specific issues of promoting the transformation and development of the catering industry in Liaoning Province on the basis of the existing research results of the domestic and international catering industry.Using literature research methods,this paper discusses the government strategics in promoting the development of the catering industry.It defines and combs the basic concepts and related theories,and proposes the urgency and significance of the transformation and upgrading of the catering industry.This study finds that there are four problems in promoting the development of catering industry in Liaoning Province,such as unclear policy orientation,lack of coping structure,insufficient investment in innovation and development,and lagging statistical methods.It has also concluded that the traditional administrative culture,the government’s motivation as an economic man,obsolescence management systems and poor performance are the causes of the problems.In the end,based on the experience of.the well-developed regions of the domestic catering industry in Shanghai and Zhejiang,etc.,this paper proposes countermeasures and suggestions for the government to promote Liaoning catering industry development from four aspects,those are changing government functions,adhering to appropriate interventions,and guiding policy support. |
