As an advisory research institution,Think Tanks can provide policymakers with policy solutions and play a unique role in the policy making process.They are known as "government’s external brain" and are also known as "shadow governments" because of their important impact on the formation of policy makers and policies.Some scholars refer to Think Tanks as "fifth power" in addition to the state’s legislation,administration,justice,and media.As the country with the most Think Tanks in the world,the United States has built a number of high-quality think tanks,and the Hoover Institute is one of them.Since its establishment in 1919,the Hoover Institution has completed the transformation from the Archives to the Policy Research Center and has formed a relatively complete operational mechanism.As a Think Tank of the Reagan administration and the Bush administration,the Hoover Institution has been prominent in the field of American Think Tanks.With the emphasis on the construction of think tanks by the party and the state,a large number of academic research results on Think Tanks have emerged in China.They have defined and discussed the definition,classification and operational mechanism of Think Tanks.After reviewing a large amount of literature and materials,it was found that although there are many papers and reports on the influence of American Think Tanks,there is a lack of research on the influence of a Think Tank in national security policies.Therefore,this paper selects the Hoover Institution as an entry point to study the influence of the Hoover Institution in the U.S.national security policy,and attempts to analyze how the Hoover Institute exerts its influence and exerts its influence.It is difficult to conduct quantitative analysis on the influence of Think Tanks.There is no unified standard for the evaluation of influence in academic circles.This paper mainly uses multi-source flow theory as the main theoretical support,and consults a large number ofdocuments and papers at Hoover Research Institute.The official website collects a large amount of information,summarizes the data,sorts out the development history of the Hoover Institution,analyzes the organizational structure of the Hoover Institution,and expounds the research status of the U.S.national security policy.After having a detailed understanding of the situation of the Hoover Research Institute,this paper attempts to interpret the influence of the Hoover Research Institute in the United States’ national security policy under the framework of multi-source flow analysis,and finds that the Hoover Research Institute enlarges its influence through establishing relations with the media and building channels from the media at the source level of the problem;and at the source level of the policy,it controls the access of the members of the Institute strictly,focus on training a new generation of researchers,establish and maintain relations with the core decision-making level,maintain friendly relations with Congress to pave the way for the promotion of policy products;at the political source level,through the role of a consultant to the presidential candidate,the"revolving door” mechanism has entered the decision-making level,and then pushed the policy hot spots and research results of public concern to the front stage.At the three source levels,the Hoover Institution received public response,expanded the voice of the policy discussion,and won the recognition of decision makers.Finally,this paper analyses the changes of Hoover Institute’s ranking in global Think Tanks,and explores how Hoover Institute will continue to play a role in U.S.national security policy in the future.including maintaining its media exposure,enhancing its influence in U.S.congressional policy research,and strengthening its public relations capabilities in Washington.This paper hopes to fill the gaps in theoretical research by studying the impact of the Hoover Institute’s national security policy,enrich the theoretical research of think tanks participating in national security policies,and provide a reference for the construction of think tanks in China.The call for the construction of a new type of think tank with Chinese characteristics.
