| As a kind of dangerous objects,controlled apparatus is the lowest cost weapon available to terrorists,which often appears as the final means of terrorist attacks,therefore,the management of controlled apparatus determines the extent to which terrorist activities can be prevented and contained.The management of controlled apparatus is a very practical work,the theme research needs to be closely combined with the situation of terrorism,discuss how to take problemoriented countermeasures.This paper is based on the use of controlled apparatus in domestic and foreign terrorist activities,and a comparative analysis of the casualty rate of related terrorist attacks,to provide evidence for the need to strengthen the management of controlled apparatus.Through an in-depth analysis of the sources of controlled apparatus that appeared in terrorist activities,we can find that the illegal production and sale of controlled apparatus is the main way for terrorists to obtain tools for committing crimes,and there are also equipment and articles that exceed the scope of regulations on the management of controlled apparatus in terrorist activities.This article systematically analyzes the problems in the management of controlled apparatus in the context of anti-terrorism,and explore the solution path from the perspective of social governance theory,specifically follow the governance logic such as governance by law and source governance,in addition,this paper chooses the enhanced incentive theory to analyze how to achieve the goal of social governance through incentive tools.Regulating the behavior of social members is an important way to solve social problems and deal with the threat of terrorist activities,on the one hand,it is necessary to strengthen the responsibility of territorial prevention and control and the regulatory control,on the other hand,in order to give full play to the crime prevention function of penalty,it is necessary to strictly regulate the criminal law.Due to the limited supervision power,backward and inefficient management methods and other reasons,it is difficult for the public security organization to effectively prevent the safety risks in the supervision of the related practitioners of the controlled apparatus,in view of these problems,this paper puts forward the application of the responsive regulatory concept,so that the main body of business responsibility can form conscientiousness and self-discipline consciousness in daily management,strengthen the flow control of controlled apparatus by means of information technology management.The management effect of the controlled apparatus industry depends not only on the management methods and means of the government management departments,but also depends on the management object’s own situation,through the help of the government to improve the format of the controlled apparatus industry,we can promote the industrial development to achieve the balance between economic benefits and public order.In order to reduce the possibility ofcontrolled apparatus flowing into terrorists,it is necessary to mobilize the people to the maximum extent to crack down on the seizure of illegal controlled apparatus,we should not only provide a predictable incentive mechanism,it is also necessary to build a grid based antiterrorism prevention and control police mechanism to promote social participation and give play to the power of group prevention and group control.The weak consciousness of the masses to abide by the law,and the lack of recognition of the law on the management of controlled apparatus,is the main reason why the illegal crimes of controlled apparatus are not stopped,faced with this governance challenge,it is suggested to enhance local basic-levelorganized construction as the foundation,take various forms to further organize legal publicity,and guide the standardization of people’s behavior through an organized governance mechanism,so as to realize the recognition and internalization of the legal regulations for the management of controlled apparatus. |
