Entering a new stage of development,China’s labor flow has entered a period of adjustment after a long period of rapid growth,and the labor force is no longer concentrated in a certain region.Besides wage income and employment opportunities,other factors affecting labor mobility include medical care,education,social security and so on.With the completion of the goal of building a moderately prosperous society in an all-round way,regional differences in the supply of basic public services in China are narrowing,and the poor infrastructure conditions in the central and western regions have been improved.Gradually promoting the improvement of the supply level of basic public services not only contributes to the development of urban economy,but also promotes the rational allocation of labor resources between cities,Narrows the gap of urban development and realizes the coordinated development of regions.Since the supply of public services will be taken into consideration when the labor force flows into a city,improving the equalization of basic public services may change the flow trend of labor force to economically developed cities,promote a more reasonable allocation of labor resources,and alleviate the problem of unbalanced regional development.To what extent the equalization of basic public services changes the allocation of labor resources depends on the influence of the equalization of basic public services on the choice of labor inflow.Based on this,this paper selects the data of labor inflow by using the dynamic monitoring survey data of the national floating population from2012 to 2018,and then studies the influence of the equalization level of basic public services on the selection of labor inflow by combining with the measurement data of equalization of basic public services in cities.Firstly,measure the equalization level of basic public services in the whole city.Secondly,the equalization level of basic public services obtained is matched with the labor inflow data.Finally,conditional Logit model is used to empirically estimate the effect of basic public service equalization level on the decision probability of labor inflow.The results show that the equal level of basic public services can significantly increase the probability of labor inflow.Through the moderating effect,it is found that both the income level of labor force and the employment opportunity can affect the probability of labor force selective inflow caused by the equalization level of basic public services.Compared with big cities,the equalization of basic public services is more attractive to the influx of labor in small and medium-sized cities,so as to realize the rational allocation of labor resources among cities.Heterogeneity analysis shows that the improvement of basic public service equalization has a greater effect on attracting young labor force.Compared with intra-provincial mobility,the equalization of basic public services can significantly promote the inter-provincial mobility of labor.Based on the above conclusions,this paper puts forward the following suggestions: first,the government should optimize the structure of financial transfer payment;Second,strengthen the construction of public service system;Third,promote coordinated development within the region to achieve equal access to urban basic public services;Fourth,we will promote legislation to provide legal guarantee for equal access to basic public services. |
