| The number of duty crime of rural grass-roots cadres is large and harmful,which damages the vital interests of the villager,destroys the image of the state and government,and endangers the stability and economic development of rural areas.Duty crime of rural grass-roots cadres directly destroys the flesh-and-blood relationship between rural grass-roots organizations and the people.The prevention of duty crime of rural grass-roots cadres means that we should make use of existing laws,regulations,rules and systems,carry out the main responsibilities of the government and encourage villagers to play in a role to supervise.Through carrying out diversified warning activities education,we can form an effective and restrained preventive mechanism in order to standardize the performance behavior and reduce the duty crime possibility of rural grass-roots cadres.So that we can prevent the rural grass-roots cadres from the risk of duty crime.Based on the theory of high salary and corruption,the theory of economic roots and the United Nations convention against corruption,this thesis analyses the representation,characteristics and causes of duty crime of rural grass-roots cadres,introduces the current situation of the prevention of duty crimes among rural grass-roots cadres,and concludes that there are four major problems in the prevention of duty crimes among rural grass-roots cadres: multiple supervision fails to form a joint preventive force,emphasis on post-punishment rather than pre-supervision,imperfect prevention mechanism of duty crimes among rural grass-roots cadres,and awareness of duty crime prevention needs to be improved.In order to prevent duty crime and strengthen the effective management of rural areas,we suggest that explore the system of high salary and honesty with Chinese characteristics,perfect supervision system and publicity of village affairs information,insist on the combination of government public management and villagers’ autonomy and strengthen ideological education and cultivating group legal consciousness. |
