Research On The Status Of Selecting Section Chief Cadres Of XiQing District And Countermeasures

Government cadre appointment is the important part of the Party’s construction,which is the base and assurance to enhance and improve the government cadre pool,to provide talent resource support for the construction of the Party and regime.In the past decade, the Party and the Country issued a series of law andregulations regarding cadre appointment, which improved the practice of the cadreHR system reform, but at the same time there are still some top issues, we lack ofsystematic and professional research for the section chief cadre appointment whichneed to be further strengthened in many aspects. It requires us to conductcontinuously research and exploration at practice, to improve the scientific andstandardized level for the selection and appointment. This article take Xiqing Districtsection chief cadre appointment as an example, with the analysis of current operatingsituation, problems existed and reasons of section chief cadre appointment, to raisecountermeasures and suggestions accordingly for the improvement, and to provide aviable reference for a scientific, standardized and reasonable section chief cadreappointment mechanisms. The article includes five parts. The first part described thebackground, the purpose and significance, and defined the ideas and methods of thestudy. The second part clarified the basic concepts and elements of cadre selectionand appointment. The third part take Xiqing District as an example, specificallyintroduced the basic situation and characteristics of the section chief cadre selectionand appointment. The fourth part analyzed the problems and reasons for this district’scadre appointment actual work. Parts V raise the improvement suggestions for sectionchief cadre selection and appointment at five aspects, with related theory and practicefor current cadre appointment.
