In the1990’s, performance management theory was introduced into our country, and gradually applied in the government management. In our country, the performance management had been implied by the public security organ since the turn of this century. The move is adapt to the request of social development, is to strengthen the needs of the construction of the public security organization, is to establish the police team in long-term mechanism by an effective way. The working performance directly reflects the ability of government management strong or weak and service level of high or low. With the development of economy and the process of democratization, social security increasingly received attention from the party and state. Owing to enhancement of people’s legal system consciousness, public security organ is to put forward law enforcement quality and service level.As the grass-roots organizations, the police station maintains the social stability in the front, and has an important role in social stability. At present, the development of performance management of police station is still in the primary stage. Although at all levels of the public security do different explosive discussion to a certain degrees, but no matter in the theoretical research, or in the implementation of the system, the program and the application results remain many problems. This is not only the key and difficult points of performance management, but the direction of reforment, which needs to be optimized. Therefore, how to adapt to the needs of the development, and constantly improve to law enforcement and management level of the basic public security police is a priority work.Firstly, this paper analyses the present situation of the research performance management in the police station at home and abroad; And then analyses the performance management theory of the police station, including the necessity, three dimensions of performance, basic characteristic and the theory basis, and then Yuhuan County in Zhejiang Province as an example, analyses the basic practices of police station, existing problems and restriction factor; Finally according to setting up correct concept, assessment clear target of performance management, insisting to internal and external evaluation and assessment system, and improving the performance management, sound assessment system of regulations, forming performance management in long-effect mechanism, strengthening assessment construction of the team, and improving the performance management foundation, regulating the examination process, strengthening the performance management results,the paper explores the path of perfect performance management.
