| Township is the most primary level of the government institution.It takes the responsibility of the implementation of Party’s lines,principles and policies to the undermost towns and countries.It is the Township’s performance on work and execution power that determines the final effectiveness of the decisions and plans.The government performance appraisal,to a large extent,guides and defines the Township’s work and execution.The traditional “one size fits all” performance appraisal,which lacks pertinence and scientificalness in the classification,indicators,methods and approaches,ignores the differences of resource,function and development.As a result,it could not evoke the township’s motivation and creativity.With regard to this matter,this paper studies on the new manner as differentiating in government performance appraisal,by selecting the H District in Guangzhou as the object.Basing on the theories of Performance Evaluation and the Incentive Theories,this paper researches the practice of townships’ differentiate performance appraisal in H District and demonstrate the experience on the innovation and development of the primary-level work.This research makes empirical analysis on the object by means of literature study,case study and questionnaire survey,summarizes the advantages and disadvantages,and puts forward several optimization suggestions.This paper believes that H District has made a good attempt in the differentiation of towns and subdistricts performance appraisal,but there are still some deficiencies such as the not quite proper set of performance indicators,the not quite scientific standards of assessment,the not very formal pattern of appraisal,the imperfection communication mechanism,the less diversification on the assessors,the less validly use of the assessment result.By specifically analyze the cause of the deficiencies,this paper proposes an array of optimizations on six aspects: the differentiation in classification of the assessment object,the differentiation in the index system,the differentiation in the assessment approach,the differentiation in the performance distribution,the differentiation in assessor diversification,the differentiation in validly use of the assessment result.In the expectation of offering some theoretical support to H District on better differentiation in government performance appraisal of primary-level townships,and on high quality development of the subdistricts. |
