The ideological basis of justice has a long history, and has formed a daily life throughout the state and society in the way of thinking and behavior. People value justice deeper understanding, and require impartial justice more urgently. Justice is an essential requirement of the rule of law, the value of the pursuit of people’s democracy. Primarily fair justice guarantees the independence of the justice. Although our Constitution has established the principle of judicial independence from the executive, but in real life, justice is not sufficiently independent, including the external and internal side. For this, the state in the Third Plenary Session of eighteen unified the management of the property system reform in the district Court and Procuratorate below the provincial, which is intended to get rid of Local administrative intervention. At the same time, The Organization Department of the CPC Central Committee and the Supreme People’s Procuratorate formulated the "People’s Procuratorate staff classification management reform opinions"(the group [2013] No. 11), that is designed to removed the administration of prosecutor. According to the practice of my work, the paper analyze the problems of Y City prosecutors personnel management, and demonstrate the necessity of the implementation of job classification management, then proposed the countermeasures.Firstly, analyze the literature. Search the prosecutor’s position classification management literature, sort out and analyze of results of previous studies on the procuratorial personnel position classification management over the years right. Analyze the prosecution related to personnel management problems and reasons; discuss possibilities of prosecution’s position classification management; build a new system of classification prosecutor’s management. Described by Y City prosecutors office personnel management status and generalization, personnel management simplification, prosecutors unequal treatment of issues such as pay, and analyzes the main cause, that is due to an entirely administrative management of prosecutor; come in line with the conclusions that it is need to establish management for the prosecutor that suitable for their occupational characteristics. Post the view Y City prosecutors need to be classified for management. Second, compare with different practices of foreign civil law countries and regions; Take the essence to its dregs, and conditionally select to the meaningful and possible practices. And then Compare with the city of Shanghai, Chongqing and Shandong as the pilot area of classification management reform for prosecutors; focus on specific cases of the practice of Yubei District of Chongqing city; summarize some common features and universal significance of the rules; use the theory of human resource management theory and economics theory for the qualitative forecasting that how to build the classification system of the procurator organs. Put forward countermeasures and suggestions, aiming at the existing problems in the personnel management of the procurator organs.
