In the era of knowledge economy, human capital is the most important form of capital. With the rapid development of social economy, national recognition and management of human capital has become an important part of national competitiveness of the countries, and it’s also the only way of our country to realize the national economic transition and social transformation currently. It is essential and crucial to the development of the country’s future the grassroots civil servants as a kind of important human resources and the first line of the civil servants. Civil servants at the grass-roots level is the link between people and countries, the executive main body and the will of the state media, the ultimate strength of countries to achieve functional transformation,and even the national image and execution. It’s development also affects the stability of society and the country’s future development.Developing the training of civil servants, especially the grass-roots civil servants training is a good deal with the nation’s service supply gap between the supply and the social public demand. And how to improve our country’s civil servant training effectiveness has become an important problem that our government and the society’s needs to solve.This article made a more in-depth analysis to the development and track of civil servants training in our country firstly, and then analysis the profound of the problems of effectiveness existing in the current civil grass-roots servants’ training and coming up with the deep reasons. Next, based on the four levels of Kirkpatrick Model, I put forward how to improve our country’s civil servant training effectiveness, namely to optimize the civil service training effectiveness evaluation stage with his assessment model of four. For example, reshaping the customer orientation of civil servants training consciousness from the analysis of individual needs, civil servants organizational needs and social needs three aspects obtains; Improving the high quality efficient civil service training system from the innovation training idea,speeding the pace of legislation, updating the training mode, and accelerating the construction of teachers’ four aspects; Improving the system of civil servants training effectiveness evaluation from the aspect of strengthening behavior of 360 assessment method, quantitating results level assessment of evaluation index system, deepening the feedback level assessment and the reliability and validity and optimizing the working environment of the interaction level of civil servants; Strengthening the results of using the mechanism for the training of civil servants from set up incentive idea of docking with the training results, arousing the civil service job training achievement, strengthening the mechanism of the application of professional development focusing on the long-term tracking of training the application, etc.
