Research On Property Right And Grassroots Governance Structure Of Inner Mongolia Pastoral Area

Pasture is the foundation for the development of pastoral areas and the guarantee for the survival of herders.The effective operation of the pasture property rights system is crucial.If the grassland property rights system works well,it will improve economic,ecological and institutional benefits,and promote social development.On the contrary,the pasture property rights system may also put the livelihoods of herders into a difficult situation and produce negative effects such as the deterioration of the grassland ecological environment.Based on the particularity of the property rights of pastoral areas and the individual characteristics of the grassroots governance structure,stronger grassroots governance in pastoral areas should be formed.However,under the current grassland property rights system and grassroots governance structure,effective pastoral governance has not been achieved.The current grassland property rights system has been implemented in pastoral areas for more than 30 years.Although domestic scholars have studied its advantages and disadvantages from different perspectives,the research on pasture property rights and governance structure is still in a relatively lacking state.In addition,pastoral area issues have their own particularities and complexity.While paying more attention,we should accumulate and explore suitable governance models to promote the effective development of grassroots governance in pastoral areas.This article first discusses the relevant theories of the pastoral pasture property system and grassroots governance structure,and analyzes the relationship between the two.Secondly,on the basis of collecting and sorting out relevant academic documents,and taking S village in Inner Mongolia as an example,we found out the problems existing between the property rights of pastures in pastoral areas and the grassroots governance structure.This article believes that the current more prominent problems include the unreasonable relationship between pasture property rights and governance structure,insufficient supervision by county and township governments,imperfect village governance structure,and imperfect dispute resolution mechanism.In view of the current problems between the pastureland property rights system and the grassroots governance structure,specific optimization paths are pointed out,for example: from the perspective of straightening out the relationship between pasture property rights and governance structure,it is proposed to implement the property rights system of livestock quotas and implement pasture contracting operators From the perspective of improving the supervision system of county and township governments,it is proposed to strengthen the supervision of grassland supervision and management institutions,and strengthen grassland fire prevention and epidemic prevention related construction;for complex and complicated grassland disputes,it is proposed to strengthen the people’s mediation mechanism and reform administrative rulings.To improve the dispute resolution mechanism through measures such as mechanisms,popularization of litigation resolution mechanisms.Pay attention to the special connotation of the property rights of pastures in Inner Mongolia,and formulate relevant policies on this basis.The relationship between the property rights of pastoral areas and the governance structure affects the effectiveness of pastoral governance.The particularity of the property rights of pastoral areas and the individual characteristics of the grassroots governance structure indicate that the pastoral areas should build a unique multi-level management system of village governance and county and township management,form stronger grassroots governance,strengthen the protection of collective rights and interests of herders,and realize the pastoral area The healthy and stable development of social economy.
