In the Nomadic areas, the pasture is the most basic of the production and living material for the herdsman. It’s a threat to survival that the herdsman who lost the pasture like the farmers no land. Before the household responsibility system, the herdsmen have lived gregarious life in the collectively owned pasture by Tribalism or Commune. However, the property right system of the collective pasture is facing numerous plight, such as Pasture disputes、Desertification, these Social problems always bothering grassland economic development and the social stability. After Reform and Open, the pasture property system has experienced unprecedented changes:the collective pasture has begun to dividing up to home. This revolution is accompanied by the history of democracy at the local level. In the long history of property system changes, the Primary-level democracy has take root and grow up in the Pastoral areas. But by comparison with property revolution, the construction of democracy is slower or bogged down. Therefore, the governance in pastoral areas has appeared to "town replace village", a supervisor mode is differ from the farming areas.The property system revolution of the S town, Xia he county, Gansu province has been experienced long and difficult searching. In thesis, S is our object of study. Before our work, we launched deeply social investigation for S, and collecting various kinds of information. On that basis, we analyze the governance changes of the pastoral areas with the property-rights revolution, including the relation of the between herdsmen, herdsmen and different administer etc. We draw a conclusion:the reform of pasture property cut the direct relations of the herdsmen and collectivity; in the Self-government among Villagers, the herdsman is the objects rather than subject; the village weakness organizations made the township power insert the village.
