In the context of promoting the modernization of national governance system and governance capacity,carrying out "Internet + government services" is an important measure taken by the government to promote the reform of "deregulation,regulation and service",and the online handling of government services,as the core of "Internet+ government services",is a key move to improve the government's governance capacity.According to the content of “the Survey and Evaluation Report on the Online Government Service Capacity of Provincial Governments and Key Cities“(2019),Gansu Province ranks lower in the national ranking in promoting the online handling of government affairs at the provincial level,and there are certain problems and room for improvement.Therefore,this study aims to explore measures to improve the efficiency of online affairs.On the basis of analyzing the actual situation of promoting the online handling of government service matters at the provincial level in Gansu Province,through consulting literature and consulting tutors,first of all,the paper determines to guide the writing with the new public service theory,integral governance theory and digital governance theory as the theoretical basis of this paper.Second,the paper evaluates the efficiency of online administration service in Gansu province by selecting the four evaluations like the service guide release condition,the depth of the matter handling,the efficiency of the network,and the convenience of the public and companies that best fits the content of online service efficiency from the “the Survey and Evaluation Report on the Online Government Service Capacity of Provincial Governments and Key Cities”(2019).Thirdly,through the multiple regression analysis of questionnaire survey and statistical results,as well as the communication and interview with the staff responsible for the online handling of government affairs,the author finds out the four influencing factors,such as the lack of a special responsible organization,the lack of item approval service,the existence of "information island" and the lack of government investment.Finally,the new public service theory combined with questionnaire,interview situation analysis,and draw lessons from the advanced experience at home and abroad,it is concluded that the following measures:establishing a special institution as a whole,increasing government investment,enhancing the level of data sharing use,speeding up the approval of background items to provide one-stop services,and changing the passive service to active service,promoting the Gansu provincial government affairs service items online working efficiency.It is proposed to establish a unified government service platform to carry out all online affairs to push the above measures to be implemented effectively,and to use cutting-edge technologies to give full play to the advantages of backwardness to realize leapfrog catch-up.In addition,this paper also proposes to mine the data value contained in online service results,helps the government to make decisions and builds a digital government,and promotes the improvement of government governance capacity,economic and social development.
