With the deepening of the socialist market economic system and the sustained and rapid economic and social development,the major social contradictions in China are undergoing fundamental changes,and social governance and community governance are facing more new problems and challenges.The report of the 19th National Congress of the Communist Party of China clearly proposes to "create a new pattern of social governance that is co-construction and co-governance",which requires speeding up the construction of social governance system and social governance capacity.As the basic unit and key point of social governance,community governance is directly related to the vital interests of the masses and social harmony and stability.With the reform of the government administrative system and the change of management functions,especially the calls for "separation of government(government)and community(district)" and "de-administration"of communities are getting louder and louder,the traditional community management mode with the government as the single main body is being replaced by the community management mode in which many parties participate and cooperate with each other,and a new pattern of social governance integrating various types of community management modes is being formed.On the premise of discussing the concepts of community and community governance,based on the governance theory and multi-center theory,and taking the diversification of community governance subjects as the research breakthrough point,this thesis uses the methods of literature research,participatory observation and comparative analysis to study the governance modes and problems of urban communities under the jurisdiction of wafangdian city's Tongji Street,and points out the main problems existing in the community governance of Tongji Street,such as the backward system and mechanism of community management and the obvious tendency of "administration",The daily operation funds of community governance are insufficient,the financing channels are single,the community social organizations and enterprise organizations fail to fully play their roles in community governance,the community lacks professional talents,the effective community governance supervision mechanism is lacking,the channels for community residents to participate in community governance are lacking,the participation enthusiasm is not high,and so on.Furthermore,on the basis of studying and drawing lessons from the advanced urban community governance experience at home and abroad,and combining with the actual situation of the community governance of the Tongji street,this thesis puts forward a series of targeted countermeasures and suggestions for improving the community governance of the Tongji street,including:first,clarifying the autonomous organization status of the community neighborhood committee,returning the community's due autonomy and autonomy,and giving full play to the core and dominant position of the community neighborhood committee in the community governance;The second is to broaden the financing channels for community governance and provide sufficient funds for community governance.
