Research On Government Process Reengineering From The Perspective Of New Government-Business Relations

Since the 18th CPC National Congress,Chinese society has entered a new era,and the reform has also entered a deep water zone and a critical period.Some deep-rooted problems need to be solved with new development concepts:how to calibrate the relationship between the government and the market under the new development stage,and give full play to the decisive role of the market in resource allocation?How should local governments promote the modernization of governance system and governance capacity?Since Xi Jinping,General Secretary of the Communist Party of China put forward the concept of "friendly and clean new government-business relations" during the two sessions in 2016,all circles have explored the new government-business relations and business environment comprehensively from theory to practice.Government process re-engineering is one of the important institutional innovations,which is a self-revolution about the optimization of government functions and improvement of governance ability.On the basis of literature review,this paper probes into the inter-embedding logic of new government-business relations and process re-engineering with the help of theoretical tools.Jinan city,as the capital of Shandong Province,has some problems such as low urban primacy ratio and lack of leadership.In order to achieve high-quality development,Jinan has combined the characteristics of regional economic development,by learning from the successful experience of other local governments,introduced a series of innovative measures to streamline administration and delegate power according to local conditions,and rapidly improved the governance efficiency and service quality by using information means,successfully creating a process re-engineering brand of "Everything is done in the spring-city ".In recent years,government-business relations and the business environment have improved markedly.Based on the change of government-business relations and the practice of process re-engineering in Jinan City,this paper summarizes the main measures of process re-engineering of Jinan City Government and the phased results achieved through field investigation,unstructured interview and case analysis.On this basis,this paper analyzes the existing problems and the corresponding reasons from five aspects:concept,environment,technology,implementation and mechanism.Finally,this paper puts forward the thinking on the optimization path of process re-engineering from the perspective of new government-business relations.Firstly,we should adhere to the value orientation of "people-centered";secondly,we should continuously improve the service efficiency and quality;third,we should promote internal re-engineering through organizational remodeling;fourth,we should guarantee the information support and institutional supply;fifth,we should improve the interaction and supervision mechanism between government and business,and provide reasonable suggestions for the next process re-engineering reform of local governments.
