| Building a good government-business relationship is an important driving force for promoting the development of the market economy,and it is also an inevitable requirement for optimizing the business environment.In recent years,problems such as rent-seeking of power,trading power for money,and abusing power for personal gain have emerged one after another,and with this comes the increasingly deformed relationship between government and business,and how local governments can effectively perform their responsibilities in the process of handling government-business relations has become an urgent problem to be solved.In this context,in March 2016,General Secretary Xi Jinping first proposed a new type of government-business relationship with cordial and clean as the core when attending the joint group meeting of the Fourth Session of the 12th National Committee of the Chinese People’s Political Consultative Conference and the Federation of Industry and Commerce,requiring that government-business exchanges should be "close and measured,clean and promising".Therefore,taking the practice of Suzhou Municipal Government as a case,this paper first positions the responsibility of local governments in the construction of "cordial" and "clean" government-business relations as the responsibility for optimizing the business environment system,protecting the rights and interests of market entities,providing high-quality government services,and improving the supervision and supervision system,and sorts out the historical evolution of China’s government-business relations since the founding of New China,and analyzes and elaborates why this paper positions government responsibility as the above responsibility.Then,on the basis of the above four responsibilities,this paper expounds the practice and effect of Suzhou Municipal Government in the construction of "cordial"and "clean" government-business relations.Then,this paper continues to sort out the problems existing in the Suzhou Municipal Government’s performance of responsibilities in the construction of "cordial" and "clean" government-business relations,including the severe problem of power rent-seeking,the prominent problem of lazy and neglectful government,the obvious bias of resource allocation,and the lack of solid foundation of the rule of law,and then analyzes the causes of the problems,including the persistence of traditional political and business concepts,the continuous drive of profit-seeking,the unclear boundaries of local governments’ rights and responsibilities,the imperfect fault tolerance and correction mechanism,and the lack of effective restraint and supervision of power.Finally,from the aspects of institutional policies,ideological concepts,communication and supervision channels,and environmental construction,suggestions are made on how local governments can effectively perform their responsibilities under the background of the construction of"cordial" and "clean" government-business relations,in order to provide a path to solve problems for the future development of "cordial" and "clean" government-business relations,and promote the institutionalization and formalization of government-business relations. |
