Business Process Reengineering(BPR) is initially an innovation to increase the work efficiency for enterprises. It plays a great role for enterprises in improving competitiveness. With its ideas and principles getting enriched and improved in practice, BPR is widely used in other social domains. BPR acts as a good example for authorities reform. As a result, government process reengineering(GPR) is a necessity to improve service process, simplify working flow, enforce internal unity and better public service.This paper introduces theory sources for GPR through the statement of BRP's principles and contexts. It's concluded that GPR is an important part of service-oriented government, by analyzing the impetus, target, typical mode and successful examples of service-oriented governments, especially the experiences of Shanghai Xuhui government and Chengdu government.This paper compares the administrative progress of service-oriented governments with that of traditional ones, analyze the challenge of doing Chinese government BPR. Then put forward steps of implementation together with techniques and tools in constructing public service oriented government and implementing BPR. It also introduces some other related reforming, such as the re-engineering of organization architectures, administration cultures, performance appraisal and legal management. At the end of the paper, an example of establishing GPR in Dalian is introduced together with its application and social effects. Some improvements are made out after a further analysis of achievements and problems existing of this example.
