In the context of deepening globalization,the scale of human trafficking continues to expand,and the number of victims is on the rise.The issue of human trafficking has a huge impact on human society across national borders and has become an important challenge that the international community and all countries need to face,and it is urgent to form effective governance norms.The issue of human trafficking is an important international issue as well as an important domestic public policy issue in many countries.Since the issue of human trafficking is relatively complex and involves many related actors,the norm emergence for human trafficking governance is a long-term and arduous task.Therefore,this study raised questions:What kind of conditions are needed for the formation of formal international norms?Who is playing a leading role in the process of norm emergence?Focusing on this issue,this article first studies the core content of human trafficking in the first part,including the definition of human trafficking and the causes of human trafficking.At the same time,four possible ways for the generation of international norms are explored,and based on the theory of norm emergence proposed by Finnemore,the theoretical framework for the norm emergence for human trafficking governance is constructed,and the process of generating international norms for human trafficking governance is taken as an example to carry out specific research.In the main part of the research,this article divides the norm emergence into three stages according to the theoretical framework of the generation of international norms for human trafficking governance.The first is the creation stage of the public issue of the international norms of human trafficking governance from the end of the 19th century to the middle of the 20th century.There is a detailed review of the evidence in norm emergence of human trafficking governance,and with the influence of the evidence,the normative alliances have constituted.The second is the stage of public debate on the norm emergence of human trafficking governance from the end of the 19th century to the middle of the 20th century.Through the analysis of two symbolic events,including the universalization of international immigration,and the rise of the Western sexual liberation movement,it is proved that public trust in the society is generated under their influence.The final stage is the final generation of the international norms of human trafficking governance in the early 21st century.There is detail summary about the process of signing and revising the Palermo Convention,including making the convention more systematically and clearly.Through the analysis of the above three different stages,this study analyzes the specific role of various actors in the formation of norm emergence of human trafficking governance on the basis of Finnemore’s theory of the life cycle of international norms.Based on the previous analysis,we can see that the actors that play an important role in this process include nations and international organizations.First of all,the role of state actors mainly includes responding to social issues first,actively advising international organizations,and supervising the norm emergence.The role of international organizations is led by the United Nations,and other international organizations provide information,data support and policy adjustment recommendations for the United Nations at all stages to develop more complete specifications.It is concluded that the leading actors in norm emergence is the United Nations,and auxiliary actors are other international organizations and state actors.Under the guidance of this rule,when trying to promote positive progress on the agenda,all actors should first attach importance to the role of the United Nations,striving for their own relevant will to be recognized and affirmed by the United Nations,and ultimately impact international norms.At the same time,it should be noted that the role of the other actors cannot be ignored.Since each actor is often an important supporter itself,it is not possible to ignore its own strength,and the norm itself should be treated more objectively and cautiously.
