The Study Of Reform On Resource-based County Governance In Shanxi In The Context Of Comprehensive Reform Areas

In 2010,“comprehensive reform areas “in Shanxi was approved.In this context,Changzhi County's resource-based economic transformation has entered a critical period.Social governance is an im portant part of county governance,which is dir ectly related to the success of resource-based economic transformation.At present,the social governance of Changzhi County did not achieve "good governance”.Therefore,it is necessary to properl y solve the problem s existing in the county social governance according to local conditi ons to help the resource-based economic transformation in Changzhi County.Based on the analys is of relevant concepts and theories,This paper sums up some problem s of econom ic transformation and social governance in Changzhi County such as the transformation of industrial structure has a long way to go,"r esource curse",government puts it s power to rent,public parti cipation is low and narrow range,the relationship of main bodies of different interests is difficult t o reconcile and so on by com bing Changzhi C ounty's development status quo of industrial restructuring,ecological re storation,administration,people's livelihood,urban and rural devel opment and other aspects.For the existing problems,this paper provides some advices which are improving governance ability,adjusting the g overnance structure,achieving synergistic governance,building th e core governance mechanism and maintaining economic and ecological sustainable development and so on with a view to further promote Changzhi County's social governance and provide reference for the social governance of other resource-based counties.
