Research On Policy Tools For Community Home-based Elderly Care Services In S City

With the deepening of the aging of our country,the old-age problem has become an important livelihood and social problem.Under the era proposition of “getting old before getting rich” and “getting old before getting ready”,the country has constantly explored the construction of a new era pension system.As a new pension model,community home-based pension has emerged as the times require and become an effective way to deal with the aging problem.S city has entered deep aging,showing a trend of rapid growth,aging and empty-nesting.The number of disabled and semi-disabled elderly who need to be cared for has increased sharply,and the pension problem needs to be solved urgently.The Medium-term and Long-term Plan of the State to Actively Respond to Population Aging points out that “ a multi-level elderly care service system based on home-based,community-based,fully developed institutions,and organically integrated medical and nursing care” should be improved.Once again clearly stated that “implement the national strategy to actively respond to the aging of the population,develop the pension industry and promote the realization of basic pension services for all the elderly”.In response to the national strategic direction,S City has refined and innovatively formulated relevant policies for elderly care services based on local actual conditions.The research on the development of community home-based elderly care services in S City has theoretical significance and practical value.This article combines the theory of policy tools,draws inspiration from the classification ideas of environmental policy tools,supply policy tools,and demand policy tools proposed by Roswell and Zeford,and uses research methods to study the policies and development status of community home-based elderly care services in S city.A two-dimensional analysis framework is established,Analyze the problems in the community home care service policy in S city,and point out that there are problems in the policy,such as insufficient exploration of policy tool performance,structural imbalance of policy tools,unreasonable distribution of policy tools,and poor implementation effect of policy tools.Specifically,the internal structure of environmental policy tools is uneven,and their effectiveness is not fully reflected;In supply oriented policy tools,there is insufficient support for scientific and technological information;The application of demand based policy tools is severely lacking.And as a starting point,analyze the reasons and propose suggestions for optimizing policies.This thesis puts forward the following countermeasures and suggestions: first,rationally adjust various types of policy tools for community home-based elderly care services,on the one hand,effectively increase demand-based policy tools,pay attention to the pulling role of demand-based policy tools,on the other hand,rationally use supply-based policy tools,optimize the driving role of supply-based policy tools,and continue to refine environment-based policy tools,and give full play to the driving role of environment-based policy tools;Second,improve the coordination mechanism of community home-based elderly care service content and policy tools;Third,build a community home-based elderly care service system with multi-agent cooperation,gradually establish a complete community home-based elderly care service system,and promote the community home-based elderly care service to a new level.
