Reservoir engineering is related to national economic and social development.It has great economic and social benefits in social development and has greatly stabilized the sustainable development of national economy.However,because of the large scale of reservoir construction projects and the large area of land occupied,the operation process of some large reservoir projects will affect the surrounding environment and people's life and work,which requires the immigration of residents in the project site.Because of the large scope of project migration,long construction cycle,large investment,involving many departments,complex personnel,and involuntary nature,it will cause various problems and risks,including economic,social,political and environmental aspects.If the resettlement of the resettlement is not appropriate,it will not only threaten the sustainable development of the resettlement itself,but also affect the coordinated development of society,economy and environment.Therefore,it is of great significance to effectively identify and avoid the reservoir resettlement project risks for avoiding the potential losses caused by various risks.Based on the theory of project risk management,this paper synthetically uses the methods of literature analysis,investigation and other academic research,takes the P reservoir resettlement project as an example,establishes an evaluation model for risk assessment,obtains the weight and level of project resettlement risk,and then makes timely risk prevention measures to reduce or avoid risk losses.The research shows that the overall risk of P reservoir resettlement project is in the middle level,but the implementation process of P reservoir resettlement project also needs strong control power.If the actual control is weak,the possibility of greater risk can not be ruled out.Therefore,in order to effectively avoid the economic risk,policy risk,social risk and environmental risk of P reservoir resettlement project,it is necessary to do a good job in strengthen economic risk prevention and control,strengthen the risk control of project planning and design,take various measures to prevent social risk,and environmental risk prevention and control.Among them,in the process of strengthening the prevention and control of economic risks,it is necessary to effectively avoid the risk of land loss,promote the employment of migrants through industry guidance,establish and improve the compensation mechanism for private property,improve various social security systems,and properly resettle migrants based on the concept of sustainable development;In order to strengthen the risk control of project planning and design,it is necessary to ensure the scientificity and rationality of planning and design and physical survey,effectively control compensation risks,strengthen standardized management and supervision in the whole process.Take various measures to prevent social risks,that is,strengthen the network of migrant relations.Construction and restructuring,strengthening immigration culture and skills training,reducing public security environmental risks through social management innovation,and strengthening risk control of marginalization.To prevent and control environmental risks,it is necessary to rationally plan the capacity of the relocated environment and continuously improve the ecological environment of the resettlement area.On the one hand,this study is conducive to Weihai City and project construction units to correctly examine the potential risks of P reservoir resettlement project,so as to better avoid project risks;on the other hand,it is also conducive to other reservoir resettlement projects to use this example for reference,in order to avoid potential risks as far as possible.
