Analysis Of Urban Building Resettlement Mode And Evaluation Of Immigrants' Production And Living Standard In Yunnan Qingshanzui Reservoir

The construction of large and medium-sized hydropower projects will inevitably cause reservoir immigrants,which are non-voluntary.Reservoir resettlement is a complex system engineering,involving politics,economy,society,resources,environment,population and other aspects.Proper resettlement of reservoir immigrants and assuring the steady development of the immigrant society,so that the production and living standards will gradually recover and excess the original,and immigrants gradually moving toward common prosperity,is the ultimate goal of immigration work.After years of exploration and development,the reservoir resettlement modes in our country gradually diversify.The traditional agricultural resettlement mode is unable to fully fit the trend of the era and the non-agriculture resettlement has gradually developed,which plays a positive role in solving the reservoir resettlement problem.As an innovative approach of non-agricultural resettlement,urban building resettlement was put into practice in Yunnan Qingshanzui reservoir,which was the first case at that time in China.This paper first reviews the history of the resettlement of the immigrants in the Qingshanzui reservoir,which shifted from the main agricultural placement to the urban building placement.On the basis of field surveys and interviews,a series of measures that state and city in Chuxiong have taken to ensure the latter stage development are summed;and the current condition of reservoir resettlement is described.In combination with literature analysis and example of Qingshanzui reservoir resettlement,this paper summarizes the main characteristics of urban building resettlement and compares it with the ordinary urbanization modes.Then the paper analyzes deeply the social background,the advantages,disadvantages and later risks of urban building resettlement,and also offers advice on post-stage support.Finally,according to the connotation of the production and living of the immigrants,the evaluation index system of the production and living standards is established,and the production and living evaluation model based on grey relational TOPSIS method is established.Taking subjective and objective factors into consederation,AHP and entropy method are applied to determine the weights of indicators in the evaluation index system,which helps to reduce error.Finally,the model is applied for evaluation of Qingshanzui reservoir resettlement and the calculation result shows that the production and living conditions of immigrants is significantly improved compared with before and is better than the average level of local rural areas in Chuxiong,indicating that the effect of resettlement Qingshanzui reservoir is significant and urban building resettlement combined with later stage support in promoting the development of immigrants is obvious.
