Research On The Equalization Of Basic Public Services In Zhejiang Province From The Perspective Of Finance

The action plan for the equalization of basic public services is one of the six actions of Zhejiang Province,which is also the first province in China to implement the equalization plan for basic public services.On the one hand,the realization degree of equalization is the centralized embodiment of China’s governance system and governance capacity;on the other hand,it is related to China’s economic and social progress and development and the people’s yearning for a better life.This paper studies the equalization degree of basic public services in Zhejiang Province from the perspective of finance.It tries to explore the "what" of equalization of basic public services,the status quo of financial capacity and the inequality of basic public services and the reasons for "why",and puts forward policy suggestions on "how to do" from the aspects of financial system reform.Under the framework of fiscal decentralization,this paper selects two types of first-class indicators and eight second-class indicators covering public education,health care,social security and employment,public cultural services,and uses coefficient of variation and equalization index to analyze the equalization of financial input and output indicators of 11 prefecture level cities and 52 counties(county-level cities)in Zhejiang Province from 2015 to 2018 Then the relationship between financial input and the level of basic public services and the degree of equalization of output is analyzed.The empirical results show that the system,scale,structure,expenditure preference and performance of public finance are closely related to the equalization of basic public services.From the perspective of public finance,the inequality of basic public services in Zhejiang Province is mainly related to the inequality of intergovernmental financial capacity,the mismatch of financial power,the unreasonable transfer payment,the different expenditure preference and the imperfection of performance management.Therefore,the lower the level of basic public services is,the more serious the inequality is Situation.Finally,according to the empirical conclusion,this paper believes that we can continuously improve the organizational capacity of finance,improve the financial management system,accelerate the construction of service-oriented government,improve the equalization level of financial capacity,and enhance financial funds by strengthening the cultivation of financial resources construction,promoting the unification of financial rights and powers,strengthening the people’s livelihood financial guidance,improving the transfer payment system,and comprehensively promoting performance management Using efficiency,so as to gradually achieve the goal of equalization of basic public services in Zhejiang Province.
