Research On The Construction Of Emergency Social Mobilization At The Grass-roots In Chinese Rural Area Under The COVID-19

The continuous improvement of the national governance system and governance capacity will remain the base condition towards the socialist modernization of our country,which is also the important issue of continuous exploration.Capacity of grassroots emergency social mobilization is an internal requirement of national governance capacity.The outbreak of Coronavirus Disease 2019(COVID-19)which is serious public health emergency,is a large challenge for grassroots policy implementation,especially in areas with relatively weak social governance such as rural area.The study Based on literature research method,case research method and field investigation research method to study the situation of rural area emergency social mobilization in various parts of the country under the COVID-19.With the establishment of the theoretical foundation of social governance,social mobilization and emergency management,the realistic logic and mechanism of emergency social mobilization at the grass-roots level in rural my country are sorted out,and the typical social forms,emergency social mobilization models and emergency social mobilization capabilities of rural area in my country are listed.,Taking five typical rural area in emergency social mobilization under the COVID-19 as research cases,research and analysis through social forms,mobilization models,and mobilization capabilities.It is found that most of the rural area can quickly respond to the mobilization of their superiors,and some rural area can rely on their own advantages to show bright spots in publicity and mobilization,mobilization and execution.What is more,there are still some problems in the mobilization process in various areas.For example,the mobilization of "peace-to-war transition" is not timely;the mobilization is too simple,rude,lacks humanistic care and the support of modern technology;the effect is not lasting under high load.Andthere is bureaucracy,formalism and other issues.The study puts forward optimization strategies combined with the actual case and theories to provide strong support and reference for the further research.This article proposes to strengthen the grass-roots party construction and adhere to Leadership by the Communist Party of China;attach importance to grass-roots social governance capabilities and establish a “peace-to-war” transition mechanism;combine technical assistance with mobilization issues;adhere to people-oriented,be powerful and warm;two-pronged supervision and accountability,To eliminate formalism,bureaucracy,and other optimization strategies,to provide suggestions and references for improving our country’s grassroots social governance system and strengthening grassroots social governance capabilities.
