Social Mobilization Of Grass-roots Government In Tourism Precision Poverty Alleviation

The arrival of the precise poverty alleviation policy of tourism has brought projects and resources to the rural society,and farmers have thus been given the opportunity to sing with the grass-roots government on the stage.However,due to the closure of the rural society and the backwardness of farmers' thoughts,the farmers' understanding and interpretation of the tourism precise poverty alleviation policy are not deep enough,so they only want to be the watchers,but are not willing to be the practitioners who devote themselves to development.As the "messenger" and "coordinator" of the state and farmers,the grass-roots government is facing the challenge and test of how to mobilize farmers and join hands with farmers to implement the national policy.The Hecun that this paper focuses on is a case of the obvious effect of the grass-roots government's multiple mobilization strategy.Based on the existing research in academia and from a diachronic perspective,this paper investigates the forms and contents of incentive mobilization,visit mobilization,conference mobilization,demonstration mobilization,relationship mobilization and administrative mobilization adopted by grass-roots governments in the specific action areas of tourism development--Hecun,and analyses the reasons why social mobilization of grass-roots governments can be realized.Furthermore,what effect has the grass-roots government achieved in social mobilization,and what hidden dangers? In addition,this paper also focuses on the main actors in the field of action-grass-roots government and farmers,the evolution path of interaction between the two in the practice of micro-mobilization of grass-roots government.By investigating the whole process of tourism development in Hecun,this paper finds that the development of tourism in Hecun is mainly due to the exploration andpromotion of grass-roots government from top to bottom,followed by the farmers' enthusiasm and initiative under the guidance of various mobilization strategies of grass-roots government.However,the interaction between grass-roots government and farmers has changed from harmony at the beginning of development to tension.This paper attributes the evolution of the interaction between grass-roots government and farmers to the interaction between them.Based on this,this paper points out that the interaction between grass-roots government and farmers in the future needs to be improved in the following aspects:First,grass-roots government and farmers should participate in all aspects of tourism development together,which is the premise of building a healthy interaction between grass-roots government and farmers;Second,The grass-roots government and the farmers should be honest with each other,build the way to get along with the trust and cooperation,so as to ensure the grass-roots foundation for the sustainable development of the policy of the poor and the poor in tourism;Third,grassroots governments need to listen to the voices of farmers and respond to their interests and demands in a timely manner,so that their enthusiasm and creativity can be effectively brought into play,so as to achieve an effective link between the state and farmers.Finally,through the consultation of democracy,the leading role of the grass-roots government and the main role of the peasants are played,so as to realize the two-way interaction between the grass-roots government and the farmers.
