Governance Capacity Of Rural Grassroots Organizations Under The Background Of Governance Modernization Promotion Research

The Third Plenary Session of the 18 th CPC Central Committee formally put forward the concept of "modernization of national governance system and governance capacity".The modernization of national governance is another goal of modernization,so it is called "the fifth modernization of national modernization".The transformation from " the fourth modernization" to "the fifth modernization" reflects the important role of governance modernization in China’s social development.Rural grass-roots governance is the most basic governance unit of national governance power.The modernization of rural grass-roots governance is the only way to realize the modernization of governance system and governance capacity in China.The success of the construction of the whole national governance system depends on its development.To enhance the governance capacity of rural grassroots organizations is to pave the way for the modernization of rural grassroots governance,and to lay a solid foundation for the modernization of national governance.Therefore,it is of certain value to carry out the research on improving the governance ability of rural grassroots organizations.This study mainly studies the improvement of governance capacity of rural grassroots organizations under the background of governance modernization.Based on the data of governance of grass-roots organizations in rural areas of Zhoushan City,this study analyzes the background of governance modernization,and carries out literature research on social governance at home and abroad.On the basis of studying the existing evaluation index system of governance capability,this study uses the relevant indexes of governance capability evaluation for reference to form the evaluation index system of governance capability of cost study,which is composed of first level,second level and third level There are 27 indicators at all levels.In the statistical yearbook,by collecting the sample data related to the indicators,using Excel software to calculate the sample data needed to process the indicators,and using the Entropy TOPSIS econometric analysis method to comprehensively score the governance ability of grassroots rural organizations in Zhoushan City from 2013 to 2019,we can find that the governance ability of grassroots rural organizations in the seven years from 2013 to 2019 is higher than that in the other years,The overall score of governance ability of rural grassroots organizations in the sample area shows a fluctuating trend:during the period,the growth rate of the score is negative,and the score value decreases from 2013 to 2019.In addition,in order to further analyze the relevant factors that affect the governance ability of rural grassroots organizations,the paper carries out a separate score for the governance ability designed by the five secondary indicators,and analyzes the sample data from five different angles by using the measurement method(Entropy TOPSIS analysis method),and then judges the factors that affect the score of each ability through empirical analysis,Provide data support for suggestions and countermeasures.Finally,combined with theoretical research and practical research,aiming at the factors that affect the governance ability of rural grassroots organizations,this paper puts forward relevant suggestions from five perspectives: strengthening top-level design,strengthening resource guarantee,promoting shared governance,grasping governance needs and coordinating and balanced development.
