Reflections On The Modernization Of Rural Governance Capability Of Grassroots Government

The Third Plenary Session of the Eighteenth Central Committee of the Party put forward the scientific proposition of “promoting the modernization of state governance system and governance capability ”for the first time.This is not only China’s continuous exploration of national governance of the major strategies,but also the result of Marxist theory of continuous innovation.Grassroots government as a service and response to the grassroots social demands and interests of the main body,at the forefront of national and social governance,is an important part of the national governance system,its governance capacity,directly related to the overall level of governance of a country.Rural social contradictions and problems have become the focus and difficulty of governance,to achieve the rural "good governance",we need tofind a more powerful fulcrum.it is of great significance to carry out research and study on the modernization of grassroots government’s rural governance ability under the background of vigorously supporting the “three rural",improving people’s livelihood,promoting the integration of urban and rural areas and transforming government functions.With the development of market economy,farmers’ awareness of freedom and democratic consciousness has enhanced,the degree of organization has also greatly improved,rural non-governmental organizations will gradually become an important force in rural governance.As a bridge between farmers and grassroots governments,rural non-governmental organizations can aggregate effective information and balance the interests of different groups so that the implementation of grass-roots government policies can meet the needs of farmers in many ways,promoting the development of rural society.Therefore,this paper intends to think about the modernization of the rural grassroots governance ability of the grassroots government from the perspective of the participation of rural non-governmental organizations.The realization of the modernization of rural governance capacity is closely related to its ability to give full play to the role of rural civil organizations.It is conducive for the grassroots government to give full play to the role of rural civil organizations.This relevance is mainly reflected in these areas :respond to citizen needs,promote rural public spirit,integration of rural human resources,improve their ability,ameliorate the effect of governance.This paper discusses the grassroots government to play the role of rural non-governmentalorganizations in the practical path: grass-roots government correctly position the relationship with rural civil society organizations,improve regulations and policies for the rural civil organizations,broaden the development space of rural non-governmental organizations,help rural non-governmental organizations solve the problem of funds.Aiming at giving full play to the role of rural civil organizations,properly handling the relationship between the grassroots government and rural civil organizations,resolving the contradictions between different interest groups,with a view to achieving the modernization of grassroots government rural governance capacity.This paper is divided into five parts,the research ideas and the main contents are as follows:The first chapter is the introduction,mainly elaborating the background and significance of the research,domestic and foreign research status,research methods and innovation.At the same time,the concept of “the modernization of grassroots government governance ability”,“rural governance”,“rural civil organizations”are expounded.The second chapter mainly elaborates the necessity and the performance of the modernization of the rural governance ability of the grassroots government.As the research and thinking of the grass-roots government’s governance ability is specific to the rural areas,this paper explores the modernization of the rural governance capacity of the grass-roots government.The necessity is mainly in four aspects: to meet the rapid development of ruralnon-governmental organizations,to meet the needs of the rapid development of rural public service supply mechanism,to meet the overall needs of urban and rural development,coordination and other rural governance relationship between the main body.These reasons require the grassroots government to modernize the rural governance capacity;The realistic performance of the rural governance ability modernization mainly reflected in three aspects: a positive response to the needs of farmers,efficient integration of rural social resources,effectively play the role of other governance subjects.This paper combines the performance of these three aspects,putting forward the view of article : giving full play to the role of rural civil society is conducive to the grassroots government to achieve modernization of governance capacity.The third chapter analyzes the relationship between the role of rural non-governmental organizations and the modernization of rural governance capacity at the grassroots level.From four aspects:the role of rural non-governmental organizations is beneficial to the response to the needs of citizens for the grassroots governments,integrating rural human resources,improving the capacity of grassroots government,ameliorating the effect of governance.And the use of Hubei Jianshi River Ping area new rural comprehensive development association,Puhan rural civil society organizations,Sichuan Liaoyuan village of 100 people Council and supervision committee,Hebei Province Suning County Rural Economic Cooperation Organization,Anhui Fuyang Sanhe town “Farmers’ rights association ”to illustrate the full playof the role of rural civil society is conducive to the realization of grassroots government rural governance capacity modernization.The fourth chapter mainly elaborates how to play the role of the rural non-governmental organization and puts forward the realistic way to promote its the growth.These realities are also the key to the modernization of the rural governance capacity of the grassroots governments.Including the grassroots government to correctly position the relationship with civil society organizations,provide legal and policy support,broaden the development space of rural civil organizations,help rural non-governmental organizations to solve the problem of funding.Chapter 5 summarizes the basic points of this paper.
