Research On The Cultivation Mechanism Of New-type Professional Farmers

The cultivation of new professional farmers is an important strategic means to improve the comprehensive quality of rural human capital and promote agricultural supply-side structural reform.In 2012,the No.1 document of the central committee made a major decision of "vigorously cultivating a new type of professional farmers",which sounded the trumpet for the national cultivation of a new type of professional farmers.In the eight years from 2012 to 2020,the cultivation of new professional farmers across the country made steady and orderly progress and achieved certain results.With the development of rural economy entering the critical period of transformation and upgrading,higher requirements have been put forward for improving the comprehensive quality of new-type professional farmers.Since 2014,the government of Mingcun Town,Pingdu City has formally carried out the cultivation of new professional farmers according to the deployment requirements of the superior and the actual situation of the town,aiming at reserving talents for the development of the town's agriculture.Firstly,this paper expounds the concepts of new type professional farmer,new type professional farmer cultivation and new type professional farmer cultivation mechanism by way of literature research.At the same time,the paper analyzes and summarizes the meanings of human capital theory and government role theory,which lays the theoretical foundation of this paper.Then,taking Mingcun town in Pingdu as an example,this paper probes into the cultivation mechanism of new-type professional farmers in Mingcun town by means of questionnaire survey and field investigation,and discusses the development of cultivation work and mechanism construction of new-type professional farmers in Mingcun town,at the same time,this paper analyzes the problems and causes of the cultivation mechanism of new-type professional farmers in Mingcun town from the aspects of ideological importance,farmers' own quality,training activities and government system mechanism.Finally,compared with the existing problems and reasons in practice,the author puts forward some suggestions on the mechanism construction of the cultivation of new professional farmers from the aspects of farmers' self-promotion,education and training,and external guarantee.This paper studies the cultivation of new-type professional farmers in Mingcun town from the aspect of mechanism,and makes a reasonable adjustment to the current operating mechanism,which can greatly promote the efficiency of the cultivation work of township government,it also has a great promoting effect on the general prosperity of agricultural industry,the general affluence of farmers and the general revitalization of rural areas.
