Study On Cultivation Of New Professional Farmer In China

"Shortage of rural practical talents" is major issue in current agricultural and rural development in China. China is a large agricultural country, the farmer is not only the main body of the new socialist rural construction, but also the important builder of the development of agricultural modernization. At present, the quality of the agricultural labor force is worrying. There are many problems in the process of cultivating new professional farmers and agricultural modernization development. In2012, the Central Document No.1firstly proposed "great efforts to cultivate new professional farmers", which is one of the measures proposed to solve this problem.Therefore, cultivating new professional farmers to promote modern agriculture construction is a foundational and strategic task, and even is a pressing matter of the moment.This study uses Marx’s theory of human comprehensive development and labor value theory as the basis, with the Chinese Communist Party’s ideology and discourse of cultivation of farmers as the guiding. Theoretically it defines the related concepts on cultivation of new professional farmers, deeply analysis current problems of cultivating new professional farmers, and to provide reference and suggestions against the cultivation of new farmers in China. This paper is divided into five parts. Chapter Ⅰ clarifies the research background, purpose and significance of this study, carries out an overview of domestic and international researches on the issue of cultivation of new professional farmers, introduces the content and methods of researches. Chapter Ⅱ discusses the concept and theoretical basis for cultivating new professional farmers. Firstly, it defines the related concepts of cultivation of new professional farmers, and then analyzes its particularity, finally it discusses the Marx’s theory of human comprehensive development, labor theory value and the Chinese Communist Party’s ideology, which are viewed as theoretical foundation and guidance of cultivation of farmers. Chapter Ⅲ briefly reviews our country’s cultivating achievements of new professional farmers, deeply analysis the current problems of new professional farmers in the cultivating process and points out the reason of internal and external causes problems. Chapter Ⅳ selects the United States of America, Germany and South Korea as typical countries of cultivating new professional farmers, analyzes their cultivation pattern of farmers, cultivating characteristics and common experience, finally points out enlightenment of cultivating new professional farmers in China.Chapter V based on the above analysis and multiple angles, it put forwards some countermeasures and suggestions for cultivation of new professional farmers combined with the requirements of the times.
