Research On Rural Tourism Path From The Perspective Of Policy Implementation Mutual Adaptability Model

At this stage,the work of poverty alleviation has been completed,and the proposal of Rural Revitalization points out a new development direction for rural areas after poverty alleviation.Rural tourism is not only an important part of industrial poverty alleviation,but also an inevitable requirement for rural areas to cultivate new economic growth points and build green and beautiful villages under the Rural Revitalization Strategy.Guangxi has unique tourism resources,such as natural scenery,simple longevity countryside,rich and colorful minority culture,but it is not a big tourism province.The lag of economic development and the diversity of regional development make the implementation of rural tourism policy more complicated.Since 2016,the autonomous region has fully supported the development of rural tourism in terms of capital and technology,carried out enterprise assistance,built regional brand of rural tourism,and increased the construction of tourism infrastructure.In addition to scientific and comprehensive policy support,how to implement the policy is the powerful guarantee and consolidation of rural development.The implementation of rural tourism policy is a process of mutual adjustment between the government and the affected people.The author uses the methods of literature research,participation observation and in-depth interview to analyze the rural tourism policy based on M Mc Laughlin’s model of mutual adjustment of policy implementation.With in-depth field investigation of rural tourism,and drawing on the advanced experience of rural tourism development in other places,the author selects Guangxi as the research object An empirical study on the development of rural tourism in a village is carried out to make it more authentic and scientific.It is found that there are complex and multiple problems in the practical process of policy implementation,so as to put forward feasible suggestions from the aspects of policy tools,policy subjects,policy process and policy environment.This paper consists of six parts.The first chapter is the introduction,which discusses the background and research significance of this topic,summarizes the literature of domestic and foreign experts and scholars on rural tourism and policy implementation,clearly describes the research purpose,content and path of the paper,and briefly describes the research methods and innovation of the paper.In the second chapter,the author defines and discusses the important concepts and related theories involved in the thesis based on the theoretical knowledge learned during the postgraduate period.The third chapter introduces and analyzes the policy implementation model used in the paper,clarifies the logical relationship of the main bodies in the model,and expounds how the four types of policy factors in the policy implementation model affect rural tourism.The fourth chapter is based on the mutual adaptation model of policy implementation,combined with empirical research to analyze the development of rural tourism in Fusui county.The fifth chapter is based on the mutual adaptation model,combined with the data collected from the empirical research,to analyze the practical difficulties and reasons of rural tourism in the study area.The sixth chapter puts forward the optimization path to promote the development of rural tourism from the perspective of policy implementation mutual adaptation model.
