Poverty has always been highly concerned by all sectors of society.With the continuous development of China's economy and society and the continuous improvement of people's living standards,the problem of poverty has been greatly improved.However,as a frontier minority area,Inner Mongolia Autonomous Region still has a long way to go to solve the problem of poverty under the restrictions of regional differences and environmental factors.As a form of service industry,rural tourism has high added value.Combining rural tourism resources with poverty alleviation can help the poor get out of poverty more effectively and quickly.On the basis of sorting out and defining the concepts related to poverty alleviation in rural tourism,this paper takes Smith model as the research framework,combines the vicious circle of poverty theory,stakeholder theory and sustainable development theory,analyses the basic conditions and relevant policies for the implementation of poverty alleviation policy in rural tourism of Hohhot,combs the current situation of the implementation of the policy,and analyses the restrictions on the implementation of the policy in Hohhot townships.Based on the experience of Zhangjiajie and Chongqing,the main factors of implementing the poverty alleviationpolicy of village tourism are put forward from the following aspects: improving the policy system,enhancing the execution ability of executing organs and their staff,enhancing the participation consciousness and skills of target groups,and optimizing the policy environment to further improve the implementation of the poverty alleviation policy of rural tourism in Hohhot.
