The relocation policy of rural geological disaster management aims to protect the villagers from the possible personal and property losses caused by geological disasters by moving villagers out of the geological disaster threat area.At the same time,we should adhere to the integration of rural geological disaster control and relocation with rural revitalization,poverty alleviation,infrastructure construction,environmental improvement,and public service improvement,so as to achieve economic development and social progress on the premise of risk avoidance.However,the project is time-consuming and large-scale relocation.It involves a wide range of aspects,and the cognitive level of policy target groups is limited,which makes it difficult for villagers to relocate voluntarily.Therefore,the villagers’ idenfication with the policy and factors influencing such identification are worth further study.On the basis of combing through the relocation policy,specific implementation steps and relocation planning of geological disaster control,this thesis studies village A as the research object to investigate villagers’willingness to relocate.By using the methods of literature analysis,questionnaire survey and on-the-spot interviews,this thesis presents the status quo of villagers’ identification with the relocation policy in village A.Compared with other policies that benefit people,the relocation policy of geological disaster management involves understanding the relevant knowledge.Thus the second part of the thesis analyzes three aspects that affect the status quo of villagers’identification with the relocation policy,includingthe villagers’ recognition of geological disaster risk and their identification with the policy content itself and with the implementation of the policy.Through analyzing the above three aspects,the factors affecting the villagers’ willingness to relocate are as follows:From the perspective of policy identification,villagers’ willingness to relocate for geological disaster control is mainly affected by economic,policy,and cultural factors.First,economic factors.Economic factors are the fundamental factors affecting the relocation of villagers.Villagers generally believe that the existing policy arrangements not only make them "unable to move out",but also make them face the risk of"instability" in the future.This has also become the main reason for their negative attitude towards relocation.Second,policy factors.The scientific nature and applicability of the policy are in doubt.The early policy propaganda work is not in place,and the villagers fail to correctly understand the necessity of relocating to avoid geological risks.In addition,the low credibility of the local government also affects the villagers’willingness to relocate.Third,cultural factors.Cultural factors mainly influence the older people.The inherent culture of "settling down and relocating",the low cultural level and attachment to the countryside hinder the villagers from relocating.The contribution of this paper lies in the analysis of the reasons for the low identification with the geological disaster control policy from the perspective of the target group,and the practical understanding of the interests of the masses,hoping to provide lessons for the follow-up geological disaster control and relocation workand striving for the villagers’ identification with the policy,which will promote smooth implementation of relocation policy and helpvillagers in the disaster threat area to get rid of the disaster trouble early enough while finding a new way to wealth.
