Study On Performance Evaluation Of Resettlement Funds For Yaowan Village Of South-to-North Water Transfer

Performance evaluation is one of the most widely used management methods in public management.With the development of society and rapid economic growth in my country,performance evaluation has received more and mo re attention.The state has invested a lot of money for the resettlement of Danjiangkou immigrants from the middle route of the South-to-North Water Transfer Project.How to optimize resource allocation,strengthen fund management,and improve the efficien cy of fund use is the focus of the financial sector and the public.As the first batch of pilot immigrant villages,Yaowan Village’s performance evaluation experience has a certain demonstration effect on hundreds of immigrant villages with the same or sim ilar situation.Based on a systematic review of the relevant research on the use of financial special funds and the influencing factors of performance evaluation,this article combines the "stakeholder" theory,"principal agency" theory,"social support" theory,etc.,using literature research,field research,in-depth Interviews and other methods have analyzed the influencing factors and mechanism of resettlement funds use performance from different perspectives,and theoretically provided a certain basis for the performance evaluation of resettlement funds.On this basis,according to the actual situation,a case analysis of Yaowan Village was carried out from the aspects of performance evaluation subject,goals,implementation process,selection of evaluation method,evaluation index analysis and evaluation standard,evaluation result analysis and application,and research found that Yaowan The great practice of the village has accumulated valuable experience,which can provide a reference for the performance management of other immigrant villages and the demolition and resettlement in the process of urbanization.But at the same time,there are some deficiencies,such as individual projects failing to perform performance evaluation,the proportion of sustainability evaluation indicators is low,and performance evaluation results are not used effectively,and it is proposed that relevant departments should further standardize performance evaluation organization work and optimize performance Evaluation index system,pay atte ntion to prior performance evaluation,and strengthen the use of performance evaluation results and other suggestions.The main contribution of this article is reflected in: Through the performance evaluation of the relocation funds of Yaowan Village,a pi lot immigration village,summing up the successful experience of the project,analyzing the existing deficiencies,and putting forward practical improvement suggestions for strengthening and improving Yaowan The performance evaluation of supporting funds i n the later stage of village relocation has strong practical guiding significance.In addition,the study of immigration relocation has the practical significance of vigorously promoting urbanization and accelerating urban-rural overall planning.
