Why The Toilet Revolution Went Awry:Administrative Accountability And The Logic In Rural Reform

Administrative Accountability is a forward-looking process in which government officials explain and defend the actions,processes and results of their administrative decisions,and accept the punishment for their failure.In 2003,the Central Committee of the Communist Party of China began to explore the accountability system,"SARS" event,the accountability system officially began,China’s administrative accountability construction standardization and institutionalization.However,due to the short history of development,the system of administrative accountability has not been perfected,which leads to a series of difficulties in practice.The local government is the main body of the rural reform project,using administrative function to promote the project and achieve project execution effectiveness.However,in practice it often fails,The "Toilet revolution" faced such a problem.In this paper,Zhao village in Shanxi province as the research point,based on the interviews of township leaders,villagers and related policy materials,the different stages of toilet renovation process as a specific analysis of the object,the entry point is administrative accountability.From the process of toilet renovation,conduct an in-depth and detailed analysis of the status of accountability,accountability tools,accountability dynamics,accountability areas and accountability responses,seeking the reasons for the inefficiency of administrative accountability in the implementation of rural reform projects,analysis of the relationship between administrative accountability and reform effectiveness,to reveal the internal logic.It is expected to find the optimal solution to achieve both administrative accountability and the effectiveness of the reform project.Field research and cutting-edge academic analysis have found that political responsibility and accountability play an increasingly important role in the functioning of the government and staffs.It is a general trend to analyze the effectiveness of social public service projects through administrative accountability.When we study the effect of administrative accountability on "Toilet Revolution",from the different stages of accountability to find a comparative dimension,use the relevant political theory to analyze the relationship between different dimensions and administrative accountability,and get the relationship between administrative accountability and reform effectiveness,construct an interactive model of the relationship between them.Finally,the conclusion will be applied to the reality,put forward further thinking.
