The Study On The Rural Toilet Revolution In Northern Mountainous Areas

The rural toilet environment is closely related to the surrounding environment and the health of the villagers.To promote the "toilet revolution" is an important process to stimulates the construction of beautiful countryside and the remediation of rural living environment.There are some difficult problems during the revolution implementation in rural areas,for different regions have their own unique regional characteristics.To study the toilet revolution in the northern mountainous area,and the government's action in which,it is of great significance to promote the "toilet revolution" and the rural governance in the mountainous area.Taihang Mountains also have four distinct seasons,but winter is comparatively longer than summer,which is a typical northern climate feature.The geographical location there is not as close to the high latitude as Changbai Mountain,the Great Khingan and the Lesser Khingan Mountains,so it is a more suitable choice for research.With high mountains and steep slopes,bare rocks and few vegetation,Taihang mountainous area is backward in economy,where people's living in poor and their cleanses concept is relatively behind,which also partly brings a lot of resistance to the latrine renovation.This paper adopts methods like literature research,survey research and case analysis.By consulting relevant papers,library books and related documents issued by the government,this paper analyzes and studies the relevant theories and research results of the toilet revolution,and obtains various and rich document literatures,which lays a theoretical foundation for the research.Through field survey and telephone interview,it makes an in-depth investigation on the status quo of toilet revolution in Taihang mountainous area,and exchanges with personnel that participate directly in mountainous area toilet revolution--grass-roots civil servants,cadres of village party branch and village committee,participant peasant household,business operators of tourist attractions,third-party enterprise staff in construction.This paper makes a profound analysis and research on the current situation,problems and government action of the toilet revolution in the northern mountainous areas.By analyzing some typical and representative cases,the author furtherobserves that there are irregular and improper government actions among the current toilet revolution in the northern mountainous areas.The study found that,during the restroom revolution in the northern mountainous area,the government's understanding towards restroom revolution still remains incomprehension,the problems as following:the poor publicity in early policy propaganda of latrine renovation,thus the peasant households are resistant to the process;unreasonable dispersion and distribution of project funds;unfulfillment and unscientific in planning,not fully suitable to local conditions;backward technology,there is a problem of "sweeping approach";frequent changes in the competent departments,leading to the low efficiency;lack of professional knowledge among the grassroots civil servants,lack of subjective initiative;poor quality,frequent follow-up problems.It shall be benefit to the country and the people,but the misconduct or omission behavior of the government,resulting in slow progress,low quality,high rework rate of the latrine renovation.Even it is totally out of context in some areas,the "sweeping approach" policy did not fully consider the hard geological,where is unable to lay sewer in northern mountains.The villages with higher terrain are frozen in winter and short of water in summer,which is not suitable for flushing toilets.Above problems have laid hidden dangers for the toilet revolution in the northern mountainous areas,as the government's misconduct,the lack of forward-looking policies,and the simple and crude implementation of policies at the grassroots.This year is a crucial year for China to successfully build a moderately well-off society in an all-round way.The improvement of rural living environment is the decisive process for establishing a moderately prosperous society in all respects.On this basis,this paper summarizes the worldwide and Chinese latrine renovation experience,and draws lessons from the experience,then put forward Suggestions for improvement according to the geological,climatic,cultural characteristics of the northern mountains:pay attention to the local reality of scientific planning in the earlier stage;lay emphasis on the unified arrangement of related funds allocation and use,to ensure a highly centralized leadership;attach importance to the wide and effective publicity of policy,thus to dispel people's doubts.In the medium term,strengthen professional training for grassroots cadres,enhance the technical guidance,and reduce the pressure of frequentsupervision and supervision on the grassroots.Later,keep a consideration on the follow-up maintenance,the excrement cleanness draws out cannot turn into a common trouble.Take multiple measures to make the "toilet revolution" a real well-being.
