Study On The Problems And Measures Of "Toilet Revolution" In Rural Area Based On Good Governance Theory

“Toilet Revolution” in rural area is a project of people's livelihood while in the implementation of rural revitalization strategy,which has great significance on improving rural living environment,strengthening awareness of healthy living,and improving the level of rural civilization.“Toilet Revolution” in rural area,however,turns out to be a complex and difficult project which related to economy,societ,culture,environment and other various aspects.Therefore,the study of “Toilet Revolution” in rural area becomes the basic subject,through thinking of how to effectively solve a series of difficult problems and how to put forward a set of effective countermeasures according to local conditions.This paper adopts the methods of literature review,investigation(including field research,questionnaire and interview),in line with the thinking of putting forward problems,analyzing and solving problems.Through outlining the theoretical framework of “Toilet Revolution” in rural area based on Good Governance Theory ——participatory,accountability,transparency,rule of law,sustainability,the study aims to find out the key problems and reasons,and put forward some countermeasures and suggestions to the “Toilet Revolution” in Qingshui Town.This paper designs from five parts.The first part is exordium,introducing the topic mainly from the backgrounds,significance,literature review,methods,and the research focus,difficulties and innovation.The second part is the core conceptual and theoretical basis,in which the core concepts are interpreted and the framework is built,aiming to provide the theoretical support.The third part is the current situation and achievements of “Toilet Revolution” in Qingshui Town,in which the current situation is analysed and the achievements are summarized based on Good Governance Theory.The forth part is problems and reasons of “Toilet Revolution” in Qingshui Town,including the problems that the public have no desire to rebuilt or built without use;poor quality and inefficiency;delay and incompleteness of making government affairs public;poor use of legal means;neglect of environment and the lavatory culture.The reasons are analyzed accordingly.The fifth part is the countermeasures and suggestions,including multi-governance participation;execution of duty;public sharing of the administrationinformation;improving of laws;sustainable development and rural civilization,for instance.
