Research On The Reform Of Grassroots Government’s "Release,Management And Service" Under The Background Of Modernization Of National Governance Capacity

Under the background of the new era,with the rapid development of China’s economy,profound changes have taken place in the main social contradictions.People’s expectations of the governance ability of the grass-roots government are increasing day by day.The governance of the grass-roots government is facing many problems and new challenges.As the basic unit of modern governance,county-level government plays an important role in the process of modernization of national governance system and governance capacity.At present,China’s social development is not balanced,and the performance of county level as a grass-roots unit of modern governance is particularly prominent.To realize the modernization of county-level government governance capacity,we need to continue to work hard and make contributions for a long time.Taking the reform of "decentralization,management and service" in Hedong District as an example,due to the inadequate software and hardware facilities of local grassroots organizations,the lack of information sharing ability,the lack of standardized service process and other problems,it is still necessary to innovate reform measures from the aspects of increasing supporting measures,strengthening comprehensive supervision,optimizing government services and so on.Based on the case study of the reform of "deregulation,management and service" in Hedong District,this paper aims to explore the current situation of the reform of "deregulation,management and service" of the county government in the new era,the main challenges it faces and the improvement path,so as to provide reference for the modernization of the current county government governance ability.This paper finds that the solid promotion of the reform of "decentralization,management and service" forces the government management organizations at all levels to optimize the administrative process,reduce the administrative cost and improve the administrative efficiency.However,through literature research and case interviews,the author investigates and studies the reform of "release,management and service" in Hedong District,and finds that there are still problems and deficiencies in the reform of "release,management and service" in Hedong District.The main problems are that the grassroots authority is not perfect,the isolated phenomenon of information system still exists,the responsibility of examination and approval and supervision needs to be further strengthened,the innovation of administrative examination and approval service is insufficient,the supervision strength needs to be strengthened,the service standard for convenience of the people is not high,and the degree of decentralization coordination is not high.Therefore,this paper proposes that the county-level government should continue to promote the integration and sharing of government information system and online services,promote the standardization of government service management services,optimize the service process of administrative examination and approval,innovate reform and development measures,and further improve the work promotion mechanism.
