Study On The Enforcement Of Health Supervision In H Province Based On Smith Model

Health supervision in accommodation is an important part of China’s health supervision system and an important guarantee for protecting people’s health.It takes up an increasingly important proportion in the current health supervision and law enforcement in public places.As a gathering place for business trips,sightseeing,visiting relatives and friends,and participating in social activities,accommodation places are inseparable from daily life.The quality of environmental health is not only a concentrated reflection of the health situation,civilization and economic prosperity in the region,but also an important symbol of the overall national image.As its importance grows,so do the problems that arise.H province is an important province in North China,with a vast territory and a large population.With rich tourism resources and beautiful natural scenery,it is the only province in China that combines seashore,plain,lake,hill,mountain and plateau with complete topography.In summer,there are bathing beaches for summer recreation,snow and ice sports with white temptation in winter,and cultural landscapes suitable for all seasons of The Ming and Qing Dynasties.Every year,tens of millions of tourists come here.At the same time,H Province is the land of Gigi auxiliary of Gongwei Capital,which has a major guarantee task every year.Worldwide and national activities are often held here,receiving many politicians and famous personnel.The sanitary safety of accommodation places is directly related to the health and safety of the people,the smooth progress of major activities and the international image of China.This study combined with H province accommodation for health and safety supervision and law enforcement characteristics and the status quo,accommodation of H province health security supervision and law enforcement in the process of policy implementation present situation and the deficiencies to explore,research and analysis,accommodation of H province in workplace health and safety supervision and law enforcement to provide practical and operability of countermeasures and Suggestions.Research mainly from the plight of H province accommodation for hygiene supervision and law enforcement to perform and countermeasure research background and significance,generalizes the domestic related research,using the policy implementation process model such as Smith theory foundation is analyzed,combining with the current state to strictly control the health and safety requirements,summarizes the status of H province accommodation for hygiene supervision and law enforcement,since countries health supervision and law enforcement policies,country issued a series of health supervision and law enforcement of laws and regulations,as well as H province in combination with the practical situation of the province,formulate rules and regulations.This paper analyzes the dilemma of health supervision and law enforcement in H province from the aspects of the policy itself,the subject of policy implementation,the target group of policy implementation and the environment of policy implementation.The content of this study is mainly divided into six chapters.The first chapter is the introduction,which mainly describes the background and significance of this study,literature review,research methods and ideas,possible innovations and shortcomings.The second chapter is an overview of relevant theories,including the overview of health supervision and law enforcement and the overview of the theory of health supervision and law enforcement in accommodation places,involving the concept of health supervision and law enforcement,health supervision and law enforcement approaches,health supervision and research methods,the specific application of which is case analysis method and literature research method.Based on the Smith policy implementation model,this study narrates and comments on the research results and research progress of this discipline and topic in a certain period of time,which serves this study.The method of case study is mainly to analyze the data of health supervision and law enforcement in H province,to investigate grassroots supervisors,and to study and analyze the implementation of health supervision and law enforcement in accommodation places in H Province through understanding its policy formulation,effect of law enforcement supervision and actual situation at the grassroots level.
