This article takes the employment status and employment policy implementation of retired soldiers in S city as a sample,uses the Smith analysis model as the research framework,uses literature analysis,questionnaire method and interview method,from the policy content social identification dimension,employment policy implementation subject dimension,retirement The soldier’s own dimension and the employment environment dimension conducted an empirical study on the implementation of the employment policy of retired soldiers in S City,analyzed the problems existing in the implementation of the employment policy of retired soldiers and the causes of the problems,and implemented the employment policies of retired soldiers in some foreign countries.A comparative study of the successful practices of the country was carried out,and on this basis,countermeasures and suggestions for improving and improving the employment policy and implementation of the policy for retired soldiers were put forward.Through research,this article finds that there are four problems in the implementation of the employment policy of retired soldiers in City S: First,the financial support and vocational skills training policies are incomplete,and the preferential range of employment policies is small;second,the government provides insufficient employment information and policy promotion Insufficient strength,complicated subjects for providing employment information,and insufficient employment support methods;Third,the age of retired soldiers affects employment choices,the low level of retired soldiers’ own education,lack of understanding of employers’ needs,and poor ability to adapt to the working environment;fourth,The remuneration of retired soldiers is not high,the access to job information is lacking,and there are few ways to obtain jobs.There are four reasons for the above problems: one is the lack of completeness and operability of the policy system;the second is the complexity of the main body of the policy implementation;the third is the lack of the ability of the retired soldiers themselves;the fourth is the poor implementation environment of the employment policy.Therefore,to address the problems in the implementation of employment policies for retired soldiers,four suggestions are made: first,to strengthen the completeness and operability of the policy system;second,to enhance the execution ability of the main body of policy implementation;third,to improve the employment ability of retired soldiers in multiple ways;The fourth is to optimize the implementation environment of the retired soldiers employment policy.Only through the integration and integration of these four aspects can we improve efficiency and provide better services for retired soldiers when implementing the policy of retired soldiers’ employment.
