| At the historic juncture of moving towards the second centenary goal,the country is paying more and more attention to rural revitalization.According to the requirements of China’s rural revitalization strategy,village cadres should assume the five roles of political guidance,wealth guidance,governance responsibility,moral demonstration,and promoting the rule of law,so as to improve their core capabilities.However,there are still many defects in the working methods and abilities of many village cadres at present,and the ability to perform their duties is not fully adapted to the needs of the new era and new starting point,which requires the grass-roots government to give full play to the positive role of various assessments of village cadres,urge village cadres to better perform their duties with scientific,sound and standardized assessment methods,and mobilize the enthusiasm of village cadres to start businesses at the grass-roots level.The report of the 19th National Congress of the Communist Party of China put forward that efforts should be made to build a high-quality and professional cadre team.The Opinions on Further Encouraging Cadres to Take New Responsibilities in the New Era of the CPC Central Committee also mentioned the improvement of assessment methods.However,the existing performance appraisal methods for grassroots village cadres,whether in terms of the procedures,standard settings,or results feedback application of performance appraisal,are flawed to varying degrees,which is easy to lead to the problem of "going through the motions"of the appraisal,can not effectively play the role of the appraisal to promote work progress,and also wastes the work energy of the grassroots.This paper aims to improve the assessment level of cadres in Z Town,Changfeng County,and promote the diligent performance of cadres in Z Town,Changfeng County.Using the methods of literature research,case interview,questionnaire investigation and qualitative and quantitative analysis,based on the theories of organizational performance,target management,balanced scoring,key performance indicator method and 360 degree assessment and evaluation,this paper conducts a comprehensive analysis of the existing performance assessment methods of cadres in Z Town,Changfeng County,The supporting data comes from:First,the current situation of the assessment management methods of village cadres in Z Town and the assessment results of some villages in Z Town in recent years;Second,the suggestions of the 13 business departments of the Party Committee and the government of Z Town on the assessment methods of village cadres;The third is to sort out the questionnaire survey results of 72 village cadres in 11 villages of Z Town.Through comprehensive analysis,it is found that there are some problems in the current performance appraisal methods for village cadres,such as the weak understanding of the appraisal mechanism and methods,the general content of the appraisal indicators,the lack of standardization of the appraisal procedures,and the single incentive of the application of the appraisal results.In contrast to these problems,this paper uses management science theory to explore the causes of the crux,including the lack of overall concept improvement,the lack of targeted key indicators,the inflexibility of process operation,the inadequate implementation of feedback pressure,and the imperfect supporting policies for the application of results.In view of the existing problems and reasons,this paper constructs an optimization plan to improve the performance appraisal of Z town cadres:improve the performance appraisal mechanism and methods,modify and improve the performance appraisal indicators,strictly standardize the performance appraisal procedures,and attach importance to the use and feedback of performance appraisal results.In the measures to improve the performance appraisal mechanism and methods,it is proposed to establish a special village cadre performance appraisal team,define the content,principles and standards of village cadre performance appraisal,quantify and refine the appraisal methods as much as possible,and strengthen the management and service attributes of village cadre performance appraisal methods.In the measures to modify and improve the performance appraisal indicators,it is proposed that the setting of the appraisal indicators should reflect the requirements of the new situation and new tasks,reflect the differences and incentives,and the weight should be oriented;The rural revitalization assessment indicators and outstanding performance indicators of Z Town have been added.Meanwhile,11 villages in the town are divided into four districts according to the current situation and development direction,and different district indicator weights are set.In the measures of strictly standardizing the performance appraisal procedure,the performance appraisal process of cadres of the two committees in Z town and village has been improved and optimized.Among the measures that focus on the application and feedback of the performance appraisal results,three incentive and punishment measures are put forward for the village leaders and members of the village committees who rank A,B,C and D in the appraisal results from the material,spiritual and work aspects.Then the smooth implementation of the performance appraisal of village cadres will be ensured from five aspects:increasing the organizational guarantee of performance appraisal management,transforming the concept of performance appraisal,introducing villagers’ scores,optimizing the contents of village cadres’self-evaluation,facilitating the communication between the appraisers and the examinees,and strengthening the application of appraisal results.When this paper reconstructs the performance appraisal index,creatively put the difference index into the village cadre appraisal system,which helps to improve the pertinence and rationality of the performance appraisal;At the same time,this paper combines the new requirements of the current rural revitalization,further expands the new connotation of the village cadres’ performance appraisal under the new starting point,which has reference significance for promoting the village cadres to earnestly and effectively implement the national policies. |
