Research On The Implementation Of Government Information Disclosure System In Linghai City

The practice of government information disclosure sys has covered more than 90 countries and regions in the world,the openness of government information is an important index to measure the degree of government information,it is an important criterion to evaluate the political civilization of a country.Chinese government information disclosure has experienced the period of germination of ideology,the period of initial exploration,the period of institutionalized and the period of vigorous development,and great achievements have been made in the practice of government information disclosure.Since 2008,the Chinese government information disclosure system has been officially established and operated,in the implementation process of the information system of grass-roots government,the quality and quantity of information stored are not up to standard,there is single channels and lack of interaction with the public.This does not match our goal of building a sunshine government in China.Therefore,grass-roots governments should face real problems,improve the quality of government information disclosure,and enhance the implementation of the government.The author selects urban and rural residents of Linghai city as samples from the perspective of grassroots,and deeply understands the implementation of government information disclosure system through questionnaire survey,it is of certain practical significance to summarize the experience and deficiency of the implementation of grass-roots government information disclosure system and further optimize the implementation of the government information system in Linghai city.This paper takes Linghai City,a grass-roots government,as the research area,and uses the methods of literary analysis and questionnaire survey to conclude that the implementation of the government information disclosure system in Linghai City has achieved good results.However,it points out that the implementation process of the government information disclosure system in Linghai City has some problems,such as the lack of professionalism of the implementation subject,the imperfect carrier construction of the implementation platform,the low public awareness of the government information disclosure system,and the unsound supporting system process in the implementation process.The causes of these problems are that the government does not attach much importance to them,the motive force for implementing them is insufficient,the platform construction cost is too high in the process of implementing the government information disclosure system,the relevant system lacks initiative to popularize,and the guidance given by the central government is too single.This paper applies the theory of sunshine government to deeply analyze the relationship between the implementing subjects and the masses in the implementation of Linghai municipal government information disclosure system,and points out that we must expand the channels for the masses to participate in the implementation of the government information disclosure system,listen to public opinions,think about the thoughts of the masses,and worry about the urgent needs of the masses,to truly implement our government information disclosure system with transparency and temperature.The specific suggestions are as follows:First,Linghai municipal government should further increase the training of government information disclosure implementation subjects and enhance the concept of public servants serving the people,including service concept and business level;The second is to optimize the platform construction in the implementation of the government information disclosure system,increase the capital investment in the platform construction,strengthen the technical support,and optimize the project absorption capacity of the existing platform.At the same time,in combination with the information age,the new media channels will play an important role in the implementation of the government information disclosure system.The third is to build a diversified public participation system and give full play to the role of democratic consultation and decision-making mechanism in the implementation of the government information disclosure system.The fourth is to improve the standardization and process construction in the implementation of the government information disclosure system,strengthen the evaluation mechanism,actively guide the participation of all supervision forces,and ensure the effectiveness of the implementation of the grass-roots government information disclosure system.The research conclusion of this paper has certain universality,which is conducive to promoting the implementation of the government information disclosure system in the grass-roots government,enhancing the interaction with the public,enhancing the credibility of the grass-roots government,and building a warmer sunshine government.
