Wellington koo(1888-1985),styled Shaochuan,was known as "the first diplomat of the Republic of China".He served as the Chief Diplomat of the Beijing and Nanjing governments,and later served as the ambassador to the United States,The United Kingdom and France,etc.He was also famous for his excellent speeches at Paris Peace Conference,with high diplomatic accomplishment and level.During the period of 1933 to 1940 in France,Wellington koo to safeguard the interests of the state,fully use their foreign knowledge and means,mainly around the rice import duties,in the overseas Chinese inequality problem and the French foreign ministry launched a number of negotiations,finally determine the meters of import duties on the specific tax rates,improved treatment in the overseas Chinese.After the Outbreak of Japan’s war of aggression against China in 1937,Wellington koo negotiated with France about China’s transportation of goods through Vietnam and sino-French military cooperation in defending Vietnam.In the face of France’s wavering attitude,Wellington koo skillfully maneuvered to basically ensure the safety of Vietnam’s transport corridor.Through reading relevant archives and documents,starting from the development of Sino-French relations in Vietnam and Wellington koo existing research results,this paper tries to see how Wellington koo used his knowledge of international law to promote the negotiation of Sino-French issues in Vietnam under the complex and changeable international environment.
