| State-owned enterprises are all the lifelines of our national economy and significant economic and political foundations of the socialism with Chinese characteristics.In recent years,the cases of corruption in state-owned enterprises followed fast upon one another.Since 2017,the Party Central Committee and government took a large quantity of measures to positively fight against corruption.Moreover,the national supervision commission reform has been finished and Supervision Law of PRC has come into force.But,we can also find that petty corruption in state-owned enterprises is also a common occurrence,especially the problems of violations of the “Eight-point Decision”,so that the situation is also strict.Therefore,how to curb it has b ecome one of the hot points of social concern.Normally,we differentiate corruption practices into immorality,viola tion of discipline and rules,illegal and crime,and employ three measures commonly,such as prevention,education and punishment.This pap er will explore and design the general theory about petty corruption management to explain that petty corruption incl udes immorality,violation of discipline and rules and slight illegal conduct,and its management strategies are different with grand corru ption and crime.So the measures to tackle petty corruption is mainly to prevent and educate,not criminal punish,in order to gain better effects,we place emphasis on three approaches: perfect of supervision system,independence of disciplinary inspectio n and supervision department and integrity education.In addition to these approaches,there is “ Four forms ” of supervision and enforcement in china,where the former three forms,especially former two are also the important means.This paper is based on th e view of petty corruption management to probe into the principle and countermeasures of management of the violations of Spirits of “Eight-point Decision” in state-owned enterprises through the investigation to the situation for recent three years,and revealed that some problems as follows are still remained: large stock,high risk of the violation of discipline and rules of high-level officials in state-owned enterprises,substandard hospitality is the biggest persistent remained problem,and their means is trending to be convert and diversified means.By probing into the reasons,we can find that firstly,the efficiency of supervision system in state-owned enterprises is reduced;secondly,enterprise officials hold deeply rooted thought on that state-owned enterprises are special;thirdly,internal disciplinary inspection department with poor independence affects its efficiency and effect;and lastly,small covering square and low systematization integrity ideological education makes enterprise employees weak integrity sense.And this paper will provide some improvement measures and advice,based on the following three aspects: to optimize system,to improve independence in internal disciplinary inspection and supervision mechanism,to perfect integrity ideological education,and we can use the moral measure,that is organize anti-corruption alliance of state-owned enterprises by drawing on the experience of the alliance organized by private enterprises to manage their internal corruption,to tackle these problems. |
