| The policy of dropout insurance is an important part of China’s basic education policy.It is also an important policy of the state to ensure that all school-age children receive compulsory education and promote educational equity.In recent years,China has continuously improved the problem of unbalanced and inadequate development of compulsory education,but in some areas of our country,especially in the poor island areas of the old and young,there are still dropouts in varying degrees.Under this background,this paper combs the relevant policies of controlling dropouts,based on the current situation of implementing the policies in Yunnan border areas in recent years,analyses the trend and characteristics of the policies,discusses the current situation and problems in the implementation of the policies with the help of the analysis model of policy implementation process,and finally combines the policy analysis tools to analyze the current situation and problems in the implementation of the policies.This paper puts forward some countermeasures and suggestions for the work of controlling dropout in Yunnan border areas,and hopes that the research results can provide reference for the implementation of controlling dropout in other border areas.The first part introduces the theoretical basis of the research on the policy of controlling dropouts.This paper introduces the background and significance of the topic,as well as the research ideas and methods.Then it analyses and summarizes the relevant research literature at home and abroad.Finally,it explains the related concepts and the theory of policy implementation research.The second part introduces the historical evolution of the policy of controlling dropouts,and analyses the time evolution of the policy.It divides the development of the policy into four stages: the first stage is the initial development stage of basic education,the second stage is the basic popularization of nine-year compulsory education,the third stage is the balanced development stage of compulsory education,and the fourth stage.It is the stage of improving the consolidation level of compulsory education.The third part studies the current situation and problems in the process of implementing the policy of controlling dropouts in Yunnan border areas.With the help of the model of public policy implementation process,the causes of the problems are analyzed from four aspects: the policy itself,the main body of policy implementation,the target group of policy and the policy environment.Finally,the corresponding countermeasures and suggestions are put forward on the basis of the analysis of the causes. |
