| Government information disclosure is the specific embodiment of people’s sovereignty,which reflects the constitutional principle,in the field of state administration.It plays a great role in saving the cost of information collection,promoting economic development,supervising government behaviors,ensuring the fairness and democracy of administration,and especially preventing government corruption.At present,China does not have a formal law to make provisions for the information disclosure of primary and secondary schools,so the scope of information disclosure of primary and secondary schools is also relatively vague.However,only clearing the scope of information disclosure,can we avoid government official’s prevarication.only clearing the scope of information disclosure,can we protect the legitimate rights and interests of stakeholders and promote educational equity.The basic idea of this paper is to explore the theoretical scope of information disclosure by defining and analyzing the scope of information disclosure in primary and middle schools,and then to use the method of data statistics to sort out the current situation of information disclosure in education administrative organs in major cities of China and some primary and middle schools in Dezhou----the scope of information disclosure varies from school to school,which varies greatly.The main reason is that there is no theoretical guidance on the scope of information disclosure in primary and secondary schools,and there are no laws and regulations on it.Therefore,this paper argues that,as a part of government information disclosure,information disclosure in primary and secondary schools has its publicness and particularity,so the specific scope of information disclosure should be improved and the system should be built to improve it.The main body of the article consists of six parts.The first part is the introduction,which mainly involves the research significance,research background,research innovations and research methods of the paper.It also summarizes the previous research achievements by combing the literature in detail.The second part mainly involves the basictheory of information disclosure.This chapter elaborates what is information disclosure and the scope of information disclosure,how to delimit.Then,elaborates the similarities between primary and secondary schools and the government,both of which are public.Therefore,primary and secondary schools are listed as the object of administrative law regulation.However,primary and secondary schools and the government not only have the commonality,but also have their uniqueness.Because of the differences in many aspects,such as in their dominant position,we need further discuss the scope of information disclosure.The government information disclosure system cannot be completely copied,and the scope of information disclosure of primary school and secondary school should be delimited independently.The third part is the proper state of information disclosure and the actual state by investigating and analysing of the information disclosure scope of education departments and primary and secondary schools in Dezhou.It provides a basis for discussing the problems of the scope of information disclosure in chapter four.The fourth part is to find the problems of the information disclosure scope of primary and secondary schools.The fifth part puts forward suggestions for improvement.In the last part,the author summarizes the research achievements,shortcomings and prospects of the future research. |
