Research On Basic Level Police Reform Under The Background Of "Interent Plus"

With the deepening of reform and opening up,the quality of people’s life has been greatly improved,while the social security situation is constantly changing,the people’s expectations on the public security organs are also constantly changing.The traditional grassroots police work mode,which only relies on the police force,can no longer meet the needs of police development in the new era.The contradiction between the comprehensive governance ability of the public security organs,the level of social and economic development and the response to the people’s expectations has become increasingly prominent.In this context,it is precisely the new era wave represented by the Internet plus technology that has penetrated into all fields of society.How to integrate the Internet plus technology into the grass-roots police reform so as to better adapt to social development and meet the increasing demands of the masses for police work and relieve the increasing pressure of the grassroots police has become has become a new topic for public security organs in recent years.Firstly,this paper summarizes domestic and foreign literature research on the effect of deepening the public security reform by means of the Internet as well as the research ideas of this paper.This paper defines the concept of grassroots police reform under the background of "Internet plus" theoretically and analyzes the applicability of the Mc Kinsey 7S model used in this paper.This paper takes Mc Kinsey 7S model as the theoretical basis and analysis tool,and uses case analysis,logical analysis,comparative research and other research methods.Secondly,taking Dongcheng public security organs as the main research object,based on its efforts to promote grassroots police reform under the background of the Internet,the Mc Kinsey 7S model is used to comprehensively analyze the problems it faces from seven aspects.The author holds that the Dongcheng Public security Bureau uphold the people-oriented service concept,adjusts part of the organizational structure,focuses on the development of science and technology at the grass-roots level,and pilots various highlight projects of "science and technology policing",realizing the intelligent development of law enforcement and case handling and refined development of social management.However,in the process of actual promotion,we found that the top-level design was lagging behind,lack of co-ordination consciousness,Internet thinking and innovative culture did not form;lack of synergy mechanism,lack of smooth data exchange,backward system construction,lack of assessment and incentive system,training system,and professional team building system for grass-roots police.Finally,it summarizes and draws lessons from the practices of other provinces and cities in China and proposes countermeasures to improve the police reform under the background of "Internet plus" of Dongcheng public security from the perspective of 7S.It is believed that the Dongcheng Public Security Bureau should strengthen the overall planning,promote the reform of Internet thinking,and form the cultural atmosphere of the whole police innovation in the process of promoting the grass-roots police reform,build organizational structure and big data sharing platform,deepen the comprehensive utilization of data resources.At the same time,we should strengthen the assessment and incentive of grassroots police and Internet application training and build a professional operation and maintenance team to ensure the good operation of Internet technology.This article attempts to closely meet the needs of police development in the new period,using Mc Kinsey 7S model,highlighting the systematicness,comprehensiveness and concreteness of the research,striving to make the research results reliable and practical,and highlight the practical significance and practical value of the research countermeasures,aiming to provide policy guidance and decision-making for the longterm development of grassroots police reform under the background of "Internet plus" reference resources.
