Research On Community Sports Governance In Songjiang District Of Shanghai Based On The Model Of "Community-sports Social Organization-social Sports Instructor"

The 20 th National Congress of the Communist Party of China proposed to carry out nationwide fitness activities,strengthen youth sports work,promote the all-round development of mass and competitive sports,and speed up the building of a strong sports country.The 14 th Five-Year Plan,the 2035 Vision Program,the National Fitness Plan(2021-2025)and other plans have been put forward.It can be seen that the state attaches great importance to the governance of mass sports and community sports.The effectiveness of community sports governance and the satisfaction of community residents for the growing demand for physical exercise and sports activities directly affect the effectiveness of the construction of a sports power.In this paper,the implementation of The 20 th National Congress of exercise and sports activities directly affect the effectiveness of the construction of a sports power.In this paper,the implementation of the Model of “community-sports social organization-social sports instructor” in Songjiang District of Shanghai is taken as the research object,and the Model of “community-sports social organization-social sports instructor” and the situation of community sports governance in Songjiang District are investigated by the method of literature and interview.Taking the theory of collaborative governance and the theory of resource dependence as the basic theoretical basis,and taking the communities of various streets and towns in Songjiang District of Shanghai as the research objects,the current survey results of Songjiang District of Shanghai are as follows: First of all,in terms of the effect of community sports governance based on the Model of “community-sports social organization-social sports instructor”,the Songjiang District government attaches great importance to community sports governance,equips the community with enough venues for community residents’ sports activities,supports a number of sports social organizations,and provides a large number of training platforms for local social sports instructors,thus achieving professionalism,professionalism,advanced nature and service-oriented nature.At the same time,Songjiang District relies on the large-scale brand activity "Songjiang Competition",with the "Songjiang Competition" brand activity as the starting point to connect the sports power of the whole district,in the process of the participation of various streets and towns to dig and cultivate social sports power,provide community sports services,mobilize the enthusiasm of community residents to participate in,so as to kill multiple birds with one stone.Secondly,from the perspective of the existing problems in community sports governance based on the Model of “community-sports social organization-social sports instructor”,there are two problems in Songjiang District at present:(1)the existing policies are not systematic,and the initiative of the Model of“community-sports social organization-social sports instructor” is not high;(2)Low subjective initiative caused by administration.The administrative attribute of the community reduces the output effect of Model of “community-sports social organization-social sports instructor”,and the external dependence of social organizations and social sports instructors;(3)Lack of mechanism: the Model of “community-sports social organization-social sports instructor”surface.Among them,the administrative dominance,linkage in name,the objective existence of deviation of execution;(4)The participation degree of service objects is low,and the effectiveness of community sports governance is not obvious.These include serious formalization and process of community sports service,which is difficult to meet the needs of residents,large coverage of residents’ participation and small radiation surface.In view of the problem of promoting community sports governance by the Model of“community-sports social organization-social sports instructor”,the following implementation approaches are put forward:(1)Further improve the scientific nature of the policy and strengthen the policy guarantee.These include strengthening the specific guidance and specific policy promulgation,improving the performance evaluation system,strengthening the supervision system;(2)Platform building: Further improve the service ability of the main body of the “community-sports social organization-social sports instructor”.It includes integrating community resources under the guidance of Party building,supporting social forces,strengthening the linkage of subjects,innovating talent training,and improving service level.(3)Motivation activation: further deepening the community residents to implement the concept of lifelong sports.It includes: improving the participation consciousness and ability of community residents,diluting the elite effect of the community,expanding multiple linkage subjects,and driving the awareness of sports governance of community residents with new media publicity as the starting point;(4)Platform building: Further strengthen the construction of linkage platform.This includes optimizing resource integration,consolidating the foundation of linkage,improving the information platform,improving the linkage efficiency,enriching the content platform,and expanding the linkage impact.
