| Being the birthplace of western civilization and an important volume of human history,Europe has always been building itself through constant challenges.The “Refugee Crisis”outbroke in 2015 threatens European integration and identity construction,but till now the longlasting impact still exists and presents divers characteristics and trends.Being one of the most powerful countries in Europe,France also faces many problems brought by the refugee issue.Whether France can handle the refugee issue nationwide is of great importance to France itself,also,it is worth reflecting for China to do something big in global governance of the refugee issue.Using the “Stakeholder Theory”,more regularly seen in the economic analysis,to help analyze France’s governance of the refugee issue can broaden the perspective and level of this research and better understand the refugee situation in France.Except for its own cultural,economical and political appeals,France,the leading state in the refugee issue,is affected by other stakeholders’ interests in its policy formulation.Through the analysis of power,legitimacy and urgency of every stakeholder,we can judge the level of importance of each stakeholder to France.However,there are still conflicts between France and every stakeholder,which lie in the immense influx of asylum-seekers due to the wars and persecutions of refugee-exporting countries,the “Macron’s wall” trying to avoid the problem and leave the asylum-seekers in refugee-transferring countries such as Italy,and the social conflict provoked by social integration failure of large amounts of refugees in France.Such conflicts urge France to fully think about every aspect,and to divide these stakeholders into different groups via the judgement of level of threats and potential for cooperation to take different strategies to solve the problem.Meanwhile,China has not officially accepted refugees in the global level,but the global community expects to hear China’s voice on the refugee issue.Besides,the issue is relative to the guarantee of China’s holistic national security,the continuity of the “Belt and Road”Initiative and the building of a human community with a shared future.Hence,by studying France’s governance on the refugee issue nationwide,combining with current Chinese practices at home and abroad,it is beneficial to shed light on the basic ideas such as laws,institutions and principles,and also on the specific operations such as prevention,cooperation and assistance. |
