Exploration Of Rural Governance In Fuxian

The report of the 19 th National Congress of the Communist Party of China pointed out that it is necessary to strengthen the basic work in rural areas and improve the rural governance system that combines autonomy,rule of law,and rule of morality.This has pointed out the direction for how to promote the modernization of rural governance in the new era.All parts of the country have carried out the exploration and the practice of the governance path that combines autonomy,the rule of law,and the rule of morality,as a good result,the governance path of "three in governing integration" has been continuously tested and improved in practice.Promote the organic integration of autonomy,rule of law,and rule of morality based on the actual situation in rural areas,continuously release the vitality of villagers’ autonomy,deepen the construction of the rule of law in rural areas,improve the level of rural rule of morality,give full play to the role of autonomy,rule of law,and rule of virtue,and form a benign relationship among the three.The relationship of interaction and mutual promotion is not only the main path to solve the current rural governance dilemma,but also an inevitable requirement for the comprehensive implementation of the rural revitalization strategy.The rural governance mechanism of “the people say things,the judges tell the law,and the cadres contact the villages” originated in Fuxian,it insists on relying on the general public to manage village-level affairs,maintain harmony and stability,and promote social development,it also combines the actions of cadres with the needs of the masses,and combines human reason with plicies and regulations.According to the mechanism,Fuxian has achieved progress with the times in improving the democratization,scientific and legal level of rural governance,and has made a big progress on the road of building an integrated governance system of autonomy,rule of law,and rule of virtue.At the same time,it has accelerated the modernization of the county social governance system and governance capabilities.This article selects the rural society of Fuxian County as the research object of governance,based on the theory of rural governance,combined with my own rich grassroots work experience in the past four years,to fully understand the actual situation of Fuxian rural areas.Using literature review,questionnaire survey,special interviews,case studies,etc Method,follow up and investigate the birthplace of the governance mechanism of "two talk and one contacts"-Mafang Village,explore the origin of practicing of the governance mechanism.Throw summarize and condense,deepen the expansion,promote the entire process,understanding the operation process of the governance mechanism and the results it has achieved.The analysis illustrates the relationship between the "two talk and one contacts" and the "three in governing integration" governance,and expounds the governance achievements in the rural areas of Fuxian in recent years.At the same time,in the process of grassroots work,through what I saw,heard,thought,and felt,I discovered the problems in Fuxian’s promotion of the "three in governing integration" governance,and analyzed the root causes of the problems.Finally,it puts forward countermeasures and suggestions from three aspects: "stimulating the vitality of the masses to speak things,returning to the standard of autonomy","strengthening the construction of the rule of law in rural areas,improving the level of the rule of law",and "cultivating modern civilization and promoting the construction of the rule of virtue",so as to promote the further regulation of the rural governance mechanism of "two talk and one contacts" and enhancing the effectiveness of the "three in governing integration",which will lay a solid foundation for the comprehensive implementation of the rural revitalization strategy in Fuxian.
